General Information

The City of Ames is conducting a recruitment to establish a Civil Service eligibility list for this classification. The list will be valid for up to one year from the date of certification by the Ames Civil Service Commission and may be used to fill one or more vacancies in this classification. In addition, City of Ames Civil Service employees who have previously held Civil Service status in this classification and are interested in voluntarily demoting or laterally transferring into the current vacancy must submit their application by the deadline.

Under the direction of the Public Works Operations Manager, manages a variety of activities performed by the Public Works Operations Division; performs supervisory work involving the use of judgment and planning ability in the repair and maintenance of transportation system elements including streets, alleys, shared use paths, sidewalks, storm sewer, drainage, right of way, and snow and ice control; performs related work as required.

Compensation Philosophy:

The City of Ames has a compensation philosophy that the starting pay for our merit salary ranges establishes the salary for employees who meet minimum requirements of a position. The median of any merit salary range is for an employee who can reasonably meet all expectations of the position responsibilities without initial extensive training. In order for employees to have an opportunity to grow within their position, we may consider a candidate's education, experience, and skills above the minimum requirements when looking at a salary closer to or slightly above the median. The median for this position is $97,522 annualized.

Examples of Essential Job Functions: Plans, schedules, organizes, and supervises the work of a group of employees engaged in repairing and maintaining elements of the transportation system including streets, alleys, shared use paths, sidewalks, storm sewer, drainage, right of way, snow and ice control and other public works facilities; responsible for the safe, passable, and serviceable condition of public streets, alleys, shared use paths, and sidewalks; plans and organizes the work of staff; arranges for, assigns, and supervises contractors when this service is necessary; schedules the repair and mainte­nance of equipment; receives, answers, and remedies citizen complaints regarding maintenance problems; keeps necessary records and makes required reports including those necessary for maintaining the city’s annual NPDES storm sewer permit; instructs subordinates in safety and in methods of operation and work; coordinates maintenance activities with other departments and public works units; prepares or directs the preparation of reports; maintains or directs the maintenance of records and correspondence on division matters; responds to citizen inquiries for information or service; prepares cost estimates; assists in the preparation of the annual budget and reviews budgetary expenditures; operates pickup trucks and heavy equipment; may work nights, evenings, or weekends when inclement weather, emergencies, or other situations require working these hours. Reviews work practices and procedures to ensure efficiency and effectiveness; selects, trains, evaluates and disciplines division staff; plans and executes snow and ice control activities consistent with the city’s snow and ice control policy; participates in after hours emergency response when conditions warrant.

Qualifications

Education and Experience: An Associate’s degree preferably in Civil Engineering Technology, Public Administration or a related field and five years of experience in construction, maintenance, and repair of public infrastructures; ­preference given to candidates that can demonstrate supervisory experience. An equivalent combination of education and experience may also be considered.

Licenses and Certificates: Must possess a valid driver's license and be able to obtain a type A Commercial Driver's License within six months of appointment.

Knowledge, Skills, and Abilities: Comprehensive knowledge of the materials, methods, techniques, tools, and equipment used in transportation system and storm sewer maintenance and repair work; considerable knowledge in concrete and asphalt construction techniques; considerable knowledge of the occupational hazards involved and the safety precautions necessary to the safe performance of heavy manual work and equipment operation; thorough knowledge of traffic hazards and traffic safety principles, practices and procedures; considerable knowledge of the methods and operation of snow and ice control equipment; knowledge of principles of labor relations and the administration of collective bargaining agreements including progressive discipline; knowledge of engineering/Geographic Information Systems/storm sewer records; knowledge of techniques used in trenching.

Skill in planning, organizing, assigning, supervising, and evaluating public works operations and crew activities; skill in evaluating and documenting employee performance; skill in determining and forecasting the needs for transportation system maintenance or repair services and scheduling such services; skill in responding to and resolving citizen concerns and request for service.

Considerable ability to organize, direct, and coordinate the short and long range activities of several operating crews; working ability to participate in the development of long­-term plans and programs related to public works operations; ability to work in a team environment by getting input from affected workers, citizens and supervisors prior to decision making; ability to use modern budgeting and accounting methods to effectively plan and oversee short and long term projects; ability to express oneself clearly and concisely verbally and in writing; ability to manage operations personnel in a manner conducive to full performance and high morale; ability to establish and maintain effective working relationships with City staff, citizens, contractors, and vendors; ability to oversee all aspects of many construction, maintenance or repair projects from initial planning to complete documentation of finished project; ability to operate a light vehicle, heavy trucks, and equipment.

Supplemental Information

General Physical Characteristics: The work involves sitting 50 percent of the time; sitting and using arm/leg controls 10 percent of the time; standing (but not walking) 20 percent of the time; standing and walking 20 percent of the time; occasionally lifting objects under 10 pounds; occasionally lifting objects from 10 to 25 pounds: occasionally lifting objects from 25 to 50 pounds; and infrequently lifting objects over 50 pounds.

Vision Requirements: The minimum standard for use with those whose work deals largely with preparing and analyzing data and figures, accounting, transcription, computer terminal, extensive reading, visual inspection involving small defects or parts, use of measurement devices or assembly of parts at distances close to the eyes.

Required Physical Activities: Reaching, standing, walking, pushing, pulling, lifting, finger dexterity, grasping, talking, hearing, and repetitive motions.

Environmental Conditions: The work is performed inside and/or outside and includes being exposed to extreme cold, extreme heat, noise, confined spaces, isolation, darkness or poor lighting conditions.

Equipment Used on the Job: A variety of general office equipment; cell phone; radio and two-way radio; camera, computers and peripheral equipment; GIS, email, word processing, database, and scheduling software; pickup trucks, heavy equipment, snow and ice control equipment; measurement tools; a variety of general purpose maintenance equipment; a variety of general purpose power and hand tools; a variety of safety equipment and clothing.

Veteran’s Preference Points

Selection Process:

The selection process consists of an evaluation of education and experience; phone interview; on-site interview, which will include a manager meeting; and completion of reference checks and a criminal background check, which includes a sex offender registry check. All candidates will be notified by email of their application status.

Preference may be given to applicants possessing qualifications above the minimum.

Depending on the number of qualified candidates, the City may forego phone interviews.
