Animal and Plant Health Inspection Service Biological Science Laboratory Technician (Microbiology) in Ames, Iowa

Summary As a Biological Science Laboratory Technician, you are responsible for organizing and managing a wide variety of standard techniques in performing diagnostic tests, reagent production, developmental studies, and training assignments related to animal pathogens using appropriate precautions to preserve sample integrity and reagent purity and to prevent cross-contamination. Your accurate diagnosis of animal diseases will be of significant economic importance to the livestock industry. Responsibilities The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Receives diagnostic specimens for pathogen examination, reads history or specific requests of field personnel, selects appropriate test or identification procedure. Prepare diagnostic reagents which include bacterial culture, histology preparations, entomology preparation, inoculation of cell cultures, animals, and embryonating chicken eggs. Following a standard outline plans working details, makes measurements, and observes results of tests. Assumes responsibility for conducting sections of developmental projects. Takes references such as laboratory protocols, journal articles, or rough outlines from a professional and conducts virologic, bacteriological, parasitological, pathological or chemical techniques. Recognizes problems in assignments and procedures, make pertinent observations, draw conclusions, and make suggestions for improvement. Prepares accurate, written reports describing test procedures and results and summarizes findings. Requirements Conditions of Employment Qualifications To qualify, you MUST meet all program and qualification requirements by the closing date of the announcement. To be eligible, applicants must meet one of the following requirements; Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two (2) years. Current students who will complete their degree requirements by 12/31/2024 will be considered. or Individuals who, due to military service obligation, were precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above shall have a full 2-year period of eligibility upon release or discharge from active duty. This eligibility period cannot extend more than 6 years from the date on which the requirements for the academic course of study were met. SPECIALIZED EXPERIENCE AT THE GS-05 GRADE LEVEL: Applicants must have one year of specialized experience equivalent in level of difficulty and responsibility to the next lower level in the Federal Service. This experience may have been obtained in the private or public (local, county, state, Federal) sectors. Examples of qualifying experience include, but are not limited to: Using basic word-processing and database software Maintaining a safe laboratory environment for self and colleagues. Using laboratory practices including how to make buffers and maintaining a sterile workspace Following specific and detailed directions to perform repetitive tasks with accountability for results OR successful completion of a 4-year course of study above high school leading to a bachelor's degree in biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture, mathematics or related fields, with at least 6 semester hours in microbiology, biology or chemistry. SPECIALIZED EXPERIENCE AT THE GS-06 GRADE LEVEL: Applicants must have one year of specialized experience equivalent in level of difficulty and responsibility to the next lower level in the Federal Service. This experience may have been obtained in the private or public (local, county, state, Federal) sectors. Examples of qualifying experience include, but are not limited to: Using basic word-processing and database software Maintaining quality records, maintaining a sterile workspace, and performing laboratory techniques comparable to Good Laboratory Practices requirements One or more of the following: animal handling, microbiological techniques such as isolate identification, or molecular techniques such as antibody-based assays OR successful completion of 18 semester hours of graduate level education in biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture, mathematics, or related fields with at least 6 semester hours in microbiology, biology or chemistry. COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-05 and GS-06 GRADE LEVELS: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. For those graduating this semester by 12/31/2024 you will have to provide proof of conferment prior to entrance on duty. Additional Information New Hires (and current Federal employees relocating more than 50 miles) may be eligible for a $2,500 incentive at start of new service appointment and additional $2,500 at completion of a 2nd year of continued employment if all obligations are met. Recent Graduate appointments are intended to last for one (1) year. Recent Graduates who satisfactorily complete all the USDA Recent Graduates Program requirements may be non-competitively converted to a Term or Permanent appointment in the competitive service. Conversion is not guaranteed. Recent Graduates converted to Term appointments may later be non-competitively converted to a Permanent competitive service position. If selected, official transcripts will be required prior to entrance on duty. A Pathways Participant Agreement will be required if you are selected for a position. The agreement must be signed by all applicable parties prior to entrance on duty. First time hires to the federal government normally start at the lowest rate of the salary range for the grade selected. Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty will be the responsibility of the selected employee. This position is represented by a collective bargaining unit (union), specifically the American Federation of Government Employees (AFGE) Local 2315. Promotion Potential: If you are selected for a position with further promotion potential, you will be placed under a career development plan and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is neither implied nor guaranteed. Selection will be at GS-0404-05 or GS-0404-06 with the possibility of conversion to a term or permanent GS-0404-05 or GS-0404-06, with promotion potential to the GS-07 level. Conversion eligibility and position is not guaranteed and depends upon the program unit's needs. CONVERSION REQUIREMENTS Recent Graduates may be non-competitively converted to a term or permanent position in the competitive service.
