Summary

The Facilities Planning and Management (FPM) department at Iowa State University (ISU) seeks qualified candidates for a Budget and Finance Specialist IV position. FPM is a service organization working to enrich, support and preserve the Iowa State University campus. We are composed of more than 450 full-time employees dedicated to trades, support, and professional services to the University. The term "facilities" refers to all the buildings, grounds, walks, drives, parking lots, and utility systems belonging to ISU, which means our staff covers nearly every facet of campus. We are dedicated professionals with very diverse skills working to provide the University community with a safe, comfortable, and usable campus environment.

Some key responsibilities for this role include the following:

  • Overseeing the daily operational budget for the department.

  • Administering compliance, purchasing, rate setting, internal billing, capital projects, and vendor contracts.

  • Leading the development of the department’s financial plans and programs.

  • Providing strategic financial input to guide decision-making.

  • Conducting complex financial research and business analysis.

  • Identifying areas of risk and opportunity.

  • Supervising the FPM finance operations team.

  • Driving employee development and engagement.

  • Preparing complex financial summaries, dashboards, and benchmarking reports.

  • Maintaining and enhancing the budget forecast model for accuracy and relevance.

    The ideal candidate should possess strong time management and organizational skills, along with the ability to excel in a fast-paced and dynamic environment. Effective verbal and written communication skills are essential. Additionally, the successful candidate will demonstrate proficiency in decision-making and thrive in an interactive and adaptable setting. All team members are expected to engage collegially and uphold the highest standards of integrity and ethical conduct.

Level Guidelines• Expert-level position possessing advanced professional and/or technical skills working under limited or no supervision• Applies high-level professional knowledge and expertise to focus on ISU’s mission and meeting division, department or work unit goals• Solves complex issues using highly-developed problem resolution skills• Regularly provides recommendations regarding problems/issues outside the bounds of defined procedures and practices• Utilizes high-level professional knowledge and expertise to provide guidance, recommendations, and set standards related to strategy, policy, and mission• Leads projects of moderate to high scope and complexity with broad impact• May provide supervision to other department staff (i.e., leads a small work team)

This position will be housed on-site at Iowa State University with the opportunity for hybrid work. The employee must reside in the state of Iowa on or before the start of employment .
