This role requires a thorough leader capable of interfacing at all levels of the organization from key functional team to the Executive Director level. This position will directly support a Program Management Office (PMO) in leading manufacturing strategy for programs in development and transitioning to manufacturing.

This role is responsible for making and driving decisions for Manufacturing Strategy, Planning and Execution. The ideal candidate must have a strong background in Manufacturing Operations in the defense industry and must have extensive experience leading New Product Introduction and Transition to Production of complex programs. In addition, the candidate must be highly proficient developing complex proposals inclusive of generating / documenting compliant Basis of Estimate for Operations and Supply chain content for capture efforts across the entire product life cycle (development, production and sustainment). The candidate must have strong working knowledge of proposal development systems / tools. The candidate will be responsible for presenting comprehensive strategies on Manufacturing Plans and how the efforts are proposed to customers.

The Candidate will support classified & unclassified programs within a technically diverse portfolio of complex products.

The Associate Director, Manufacturing Operations is responsible and accountable for successful execution of all Operations tasks that occur within the Program.

This is an onsite role, located in Cedar Rapids, Iowa.

What You Will Do:

  • Operations Focal point for the Value Steam across all factories to meet execution goals and contractual requirements (via cross functional partnering with Supply Chain, Quality, Engineering, Facilities, Security, & Digital Technology)

  • Support, Management and/or Creation of artifacts for Manufacturing strategy planning, Proposals, Gates Reviews, Financials, Infrastructure/Capital Projects, Appropriation Requests (ARs), etc

  • Prepare, Review, Report and Present consolidated Proposal and EAC packages to Senior Management for approval

  • Risk and Opportunity Management

  • S&OP Oversight and management to align LRP firm & non-firm demand while partnering with Program Finance on action plans via the Program Requirements and Operations Planning (PROP) tool

  • Focal point for Program alignment with Operations Capabilities and Investment Strategies for new and existing Programs/Products

  • Apply timely Win Strategy Flow down through early engagement of Factories and Functional expertise to Develop Proposals

  • Engaged in Product Development, Producibility, Testability and how/where to “Make” Product

  • Partner with engineering and manufacturing for test planning, test equipment, and projected test yields/capacity

  • Kickoff Operations Program planning at Gate 4 for new Programs and drive manufacturing readiness

  • Engage with engineering and supply chain on requirements flow down for Operations and Supply Chain partners

  • Engage in Program Test and Manufacturing Readiness Reviews (TRR/PRR) and ensure alignment to manufacturing plan and support of factory requirements. Support creation / execution of hardware maturation plans

  • Influence product designs to achieve cost and schedule targets through Design for Manufacturing & Cost workshops, producibility/affordability studies, Transition To Production (TTP) planning and Advanced Product Quality Planning (APQP) implementation

  • Report on Program Contract On-Time Delivery (OTD) Performance

  • Support Gate 5 activities at close of Development/EDM /Production contracts

  • Travel will be required (10 - 20%)

Qualifications You Must Have:

  • Typically requires University Degree and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience or in absence of a degree, 16 years of relevant experience

  • Active and transferable U.S. government issued security clearance is required prior to start date

  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Qualifications We Prefer:

  • Wide-ranging Program Leadership / Manufacturing Operations experience

  • Proven Experience in Transition to Production

  • Proven Experience developing complex proposals and Basis of Estimate

  • Self-directed leader capable of executing Change Management and handling ambiguity

  • Earned Value Management Certification

  • Develop Program schedule integration to ensure alignment to Program schedule / contract

  • Six Sigma Qualified or equivalent

  • Experience with MS Office Suite with expert knowledge of Excel

  • Engineering and/or Operations leadership and experience

  • Program Leadership or Material Program Management Certification

  • Working knowledge of SAP / PRISM, Rapid Development Tools

  • Working knowledge of application of rates and costs in government contracting

  • Experience supporting fact-finding and negotiations with DCMA and Government customers

The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
