REPORTS TO:  Chief Financial Officer

SUPERVISES: Purchasing/Warehouse/Graphics and Printing/District Mailroom

RESPONSIBILITIES:

The Purchasing Manager provides District leadership and supervision in the following areas. purchasing/warehouse/graphics and printing/district mailroom service for the Cedar Rapids Community School District.

ESSENTIAL FUNCTIONS OF THIS POSITION INCLUDE, BUT ARE NOT LIMITED TO THE FOLLOWING:

  • Supports and participates in the District’s continuous quality improvements.

  • Assures that all Departments are customer-focused and responsive to the needs of students, parents, school staff, etc.

  • Assures that efficient and effective processes are implemented in all responsible departments, to include a continuous review of best practices, and keeping equipment updated with new technology.

  • Recommends, supervises, evaluates Purchasing Policies and procedures in compliance with District, State laws, and regulations.

  • Works with other departments helping prepare, review and awarding of bids, quotes, RFP’s in accordance with district policies, procedures and regulations.

  • Assist in resolving grievances with vendors.

  • Acts as the District representative in negotiations with vendors.

  • Prepares Board agenda items, and provides clarification as needed.

  • Coordinates removal or disposal of surplus materials and equipment according to District policies.

  • Administers the various department budgets.

  • Keep abreast of developments in all areas of responsibility.

  • Keep abreast of laws, regulations, policies and procedures related to services.

  • Maintains confidentiality.

  • Monitors and approves a comprehensive cross training program for the staff; provides necessary instructions to staff in developing best practices and techniques.

  • Oversee District camera management system including new camera installation and preventive maintenance.

  • Coordinate service and repairs for school equipment such as lifts and pianos

  • Analyze data and trends of the departments and set strategic goals that align with the District strategic plan

  • Performs other related duties as assigned.

EDUCATION and/or EXPERIENCE REQUIREMENTS:

The following are required:

Bachelor’s Degree in business, accounting or logistics preferred.

Five years’ experience in a related field, at organizational management levels, preferably in an educational or governmental setting required.

  • Strong supervisory and leadership skills with the ability to provide effective training and professional development.

  • General knowledge of the public purchasing requirements.

  • Detail oriented.

  • Excellent interpersonal and customer service skills.

  • Effective communication with vendors, employees, and staff at all levels, both orally, and in writing.

  • Ability to build positive relationships with administrators, customers, staff and community members.

  • Ability to work under pressure and respond effectively in crisis situations.

  • Ability to anticipate needs and manage change effectively and with fidelity.

  • Ability to problem solve independently and with others, take initiative, and work independently without supervision.

  • Ability to lead multiple departments.

  • Ability to organize, prioritize, and assume responsibility

  • Ability to perform basic mathematical functions. Ability to use spreadsheets and reporting documents that assist with the computation of data.

  • Ability to read, analyze, interpret, and implement ideas contained in technical documents, reports, regulations, etc.

  • Ability to effectively write reports and communications to administrators, colleagues, parents, students and staff. Ability to effectively present information orally and respond to questions from administrators, teachers, staff and students.

  • Ability to read, write and analyze contracts and agreements to ensure terms and conditions are suitable for the District.

  • Disposition toward continuing personal professional learning.

  • Proficient with excel, google suite, purchase and bidding software.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is frequently required to stand; walk; use hands and fingers to handle and/or feel objects, tools or controls; and talk and hear. The employee will frequently use hands and fingers to type/word process, file documents, manipulate papers, and use a copying machine. The employee frequently must squat, stoop or kneel, reach above the head and forward 0 -24 inches and on occasion up to 36 inches. The employee continuously uses hand strength to grasp items. The employee will frequently bend or twist at the neck and trunk while performing the duties of this job. The employee must occasionally lift and/or move up to 50 pounds 0 - 12 feet and occasionally up to 20 feet, such as office materials, desks, chairs, and boxes. The employee will sometimes push/pull items such as tables and carts. Specific vision abilities required by this job include close vision, color vision and the ability to adjust focus while working with computers, written materials, reports, assessment data, etc.

The noise level in the work environment is often quiet but may become loud in large group settings. The position requires the commitment of professional working hours that will require the employee to arrive and leave as directed and may require the employee to extend beyond a typical 7:30 a.m. to 4:00 p.m. workday. The employee will usually work in indoor temperatures but will be required to work occasionally in outdoor environments.
