Global Trade (GT) requirements exist to ensure compliance with all applicable laws and regulations pertaining to economic sanctions and the export and import of products, services and technical data.

As an Authorizations Senior Manager, you will be working with Avionics Global Trade leadership, developing and managing comprehensive internal export and import controls to ensure compliance with regulatory agencies, internal polices and conditions in our licenses. Establishing business processes for submitting to and obtaining from the U.S. government all necessary regulatory export and import licenses, permits, certifications and technology release determinations. Maintaining applicable trade compliance records in accordance with regulatory requirements. Managing a team of authorization drafters for performance, development, and growth, providing strategic oversight, guidance, and leadership, and driving process improvement in all areas of Global Trade.

Authorizations Senior Managers also work with the Collins Global Trade Program (training, policies, processes, implementation & metrics); using digital technology and physical safeguards to manage transfers compliantly and efficiently; ensuring compliant transfers of physical goods and intangible items; and addressing regulatory and policy violations to prevent recurrence and drive continuous improvement.

What You Will Do:

  • Manage strategic authorizations engagements, planning and execution to ensure business execution, growth, and compliance.

  • Manage a team of authorization drafters for performance, development, and growth, providing strategic oversight, guidance, and leadership.

  • Develop, support and manage strategic programs in support of Avionics business and Global Trade macro-planning initiatives.

  • Support CORE projects, and implementation of tools and processes

  • Provide general licensing guidance and guidance for complex licensing strategy and program planning.

  • Assess and review and maintain functional/program data and metrics.

  • Ability to participate in multi-functional teams working on export/import issues with an ability to drive issues to conclusions.

  • Participate in and lead special projects, cross-functional business projects, and central and corporate projects to support business objectives.

  • Prepare, obtain, maintain, manage, and monitor applicable licenses and agreements in compliance with applicable US Government regulations and company policies.

  • Maintain records of current and expired license files, and issues reports on pending and approved licenses/approvals.

  • Support export/import compliance activities (e.g., self-assessments, internal and external audits).

  • Support development of new tools development

  • Drive change management including process, procedure, tool and system implementation

  • Assist with investigations and reviews of possible GT escapes and disclosures.

  • Ability to travel as required

Qualifications You Must Have:

  • U.S. Person (U.S. citizen, permanent resident, or granted refugee or asylee status) as defined here: https://www.ecfr.gov/current/title-22/chapter-I/subchapter-M/part-120/subpart-C/section-120.62

  • Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience

  • Ability to travel as required

  • Prior Experience with an in-depth knowledge of US Export Regulations; specifically, the EAR and the Commerce Control List (CCL), ITAR and the United States Munitions List (USML)

  • Prior experience as an Empowered Official or strong compliance experience in a highly regulated environment.

  • Ability to think strategically and integrate export/import requirements with company's international business strategy.

  • Experience with broad export / import experience and increasing responsibility (licenses, agreements, compliance, and transactional activities).

  • Experience with DECCS and SNAP-R systems.

  • Experience with Collins/RTX current trade compliance related processes (classifications, authorizations, logging, compliant transfer modes, record keeping, etc.) and Collins specific Global Trade related systems (SAP/GTS, OCR, MKDenial, xClass, TEXPORT) is a plus.

  • Typically requires advanced to expert knowledge of work area typically obtained through advanced education combined with experience.

  • Experience with Collins/RTX CORE

The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
