This position is responsible for the leadership and management of the overall planning, development and execution of major subcontract initiatives and industrial procurement to support Enterprise goals, objectives, and expected financial results. The position supports Collins Aerospace business units by developing and managing performance based subcontracts that support enterprise strategies and achieve enterprise objectives through a continual focus on the reduction of Collins Aerospace total cost of ownership. The expectation is that this position will collaborate, via Supply Chain Management processes, with the Collins Aerospace business units to drive consistent enterprise wide subcontracting and program management focus as well as maintain a strong emphasis on performance based supplier relationships. Responsible for the project/program management of the subcontract consistent with the prime contract, business plan or annual operating plans, to ensure compliance with all applicable policies, procedures and ethics.Primary Responsibilities:

  • Shares accountability for the planning, development and execution of major subcontract initiatives and industrial procurement throughout the global Enterprise consistent with the related prime contract, business plan or annual operating plan.

  • Strategically manages the subcontracting function of the team. Ensures subcontracts support Enterprise strategies through continual focus on the reduction of total cost of ownership. Ensures that the subcontract function has ownership of creating supply chain strategy for key pursuits and throughout program life cycle. Oversees subcontract program/project cost, schedule and risk of programs. Maintains a strong emphasis on performance-based supplier relationships.

  • Conducts internal and external cadence reviews with Subcontract Administrators / Subcontract Program Managers and other internal customers.

  • Presents program status at program reviews and to senior leadership, communicating with all levels of the Enterprise.

  • Collaborates with and supports all business units to drive consistent subcontracting and program management focus. Develops and manages performance-based subcontracts, acting as a resource for contracts, interpretation of business law, terms and conditions, and supplier financial analysis. Interfaces with business unit leadership to resolve subcontracting issues and set strategic direction for all subcontracts. Ensures monitoring and reporting of subcontractors via departmental, M&S Scorecard and PMO cadence reviews.

  • Establishes and implements consistent subcontracting policies and procedures enterprise-wide. Ensures compliance with all import and export rules and regulations. Provides interpretation and leadership to ensure good business practices consistent with government and Enterprise policies, procedures and ethics.

  • Leads the creation of the strategic financial and annual operating plans, establishes departmental objectives, and manages the department budget.

  • Ensures subcontract awards are completed on time, in a consistent format, and meet all Approval Authority requirements.

  • Provides leadership, guidance and training to area subcontract / procurement employees. Communicates Enterprise goals and responds to assistance requests from assigned regional subcontract locations. Creates optimal staffing plan and ensure the proper balance of skill sets exist to effectively support internal customers. Identifies and develops leadership within the team. Selects, develops and manages the performance of the team members.

Qualifications/Experience Needed:

  • U.S. Person (U.S. citizen, permanent resident, refugee or asylee) or eligible to obtain necessary export authorizations required.

  • Typically requires University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience

  • Must have experience in supply chain management, subcontract management, and/or program management

  • Must have experience in the aerospace and defense industry

  • Must have experience developing subcontracts and/or agreements compliant with U.S. Government regulations

Preferred Qualifications:

  • Basic knowledge of International Trade Compliance

  • Basic knowledge of FAR/DFAR

  • Strong communication skills required; must have experience communicating with executive levels of management

  • Must have demonstrated performance of leading a team of direct and/or indirect reports (experiencing leading direct reports preferred)

  • Experience with SAP and Ariba preferred

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
