About us:
The Department of Administrative Services (DAS) provides high-quality administrative support to state agencies, ensuring efficient and effective management of resources. Our services include human resources, information technology, financial management, procurement, fleet management, and print services. DAS plays a critical role in enabling state government to function smoothly and deliver services to the citizens of Iowa.
Job Responsibilities:
Maintain the assigned enterprises / agencies fixed assets inventory, and develop the enterprise / agency statewide indirect cost allocation plan and Generally Accepted Accounting Principles package.
Assist the State Auditor’s Office in observations during annual audits of assigned enterprises / agencies and the development of responses to audit comments.
Prepare the annual budgets for the assigned enterprises / agencies in compliance with State law and sound budgeting practices.
Project salaries for the applicable budget years utilizing known wage and benefit increases. In the lack of known increases, develop reliable assumptions based historical collective bargaining agreements to ensure reasonable estimates of salaries and benefits are used in the determination of service rates and impacts of increase service rates.
Provide financial analysis, program evaluation and management analysis relating to budget formulation, program operations, control of appropriations, and statewide accounting and payroll operations for the assigned enterprises / agencies.
Conduct and / or participate in studies and surveys of enterprise / agency methods and procedures; prepare comprehensive reports of such activity including recommendations for action.
Analyze proposed legislation for potential fiscal and operational impact and prepare fiscal notes as required.
Analyze, develop and implement equitable and appropriate methodologies for the determination of pricing of all services provided by the assigned enterprise and the allocation of indirect costs.
Ideal Candidate Profile:
Financial Expertise:Extensive experience with complex budgets and financial data management from multiple funding sources.
Collaborative Skills:Proven experience working on projects with team members, demonstrating strong collaboration skills.
Analytical Ability:Strong analytical skills with a keen eye for detail and experience in reconciliation.
Attention to Detail:Extremely detail-oriented with a high level of accuracy in all financial tasks.
Finance Background:A solid background in finance is essential for success in this role.
Interpersonal Skills:Ability to communicate and manage effectively at all organizational levels.
Problem-Solving Aptitude:Strong analytical skills and the ability to exercise sound judgment and make informed decisions.
Integrity and Dependability:High level of integrity, dependability, and a strong sense of urgency and results-orientation.
In-Person Requirement:This position requires in-person attendance through a six-month probationary training period, with the potential for a hybrid work arrangement thereafter.

Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.
Only applicants who meet the Minimum Qualification Requirements and meet all selective requirements (listed below) will be placed on the eligible list.
Selectives
002 Accounting:
6 months experience, 12 semester hours, or a combination of both in accounting or the accounting field. Accounting is the measurement, processing, and communication of financial information about economic entities which includes individuals and businesses.
AND
058 Budgeting:
6 months experience, 12 semester hours, or a combination of both in preparing, analyzing budgets; and providing advice/technical assistance with cost analysis, fiscal allocation, and budget preparation.
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
Graduation from an accredited four-year college or university with a degree in accounting, finance, or business administration, and experience equal to five years of full-time work in professional budget analysis or fiscal management.
Nine years of full-time work experience in professional budget analysis or fiscal management.
A total of nine years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience.
Current, continuous experience in the state executive branch that includes one year of full-time work as a Budget Analyst 3 or two years of full-time work as a Budget Analyst 2.
