Job Description

The Iowa Economic Development Authority (IEDA), located in Des Moines, IA, is seeking a qualified candidate to join our State Historic Preservation Office (SHPO) as a Built Environment Reviewer.

The Built Environment Reviewer provides historic preservation expertise while assisting in coordinating the State Historic Tax Credit Program in partnership with the Iowa Economic Development Authority (IEDA) and other SHPO staff. Acts as a first point of contact for the State and Federal Historic Tax Credit Programs in alignment with the Secretary of Interior Standards and National Park Service program requirements.

General Duties:

Act as a Historic Preservation Specialist representing the SHPO and IEDA and the federally funded programs that require such review and compliance. Responsible for reviewing and interpreting federal guidelines, especially Historic Tax Incentives guidance and the Secretary of the Interior's Standards for the Treatment of Historic Properties.

  • Serves as technical preservation specialist for the Tax Incentive Programs (tax incentives include the State and Federal Historic tax credits, and State property tax exemptions)

  • Advises and assists program applicants to meet state and federal guidelines, requirements, and preservation standards.

  • Completes time sensitive professional design reviews of proposed and completed tax incentive projects for consistency with the Secretary of the Interior’s Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings, including the processing of all related paperwork.

  • Works with tax incentive program staff to develop rules, forms, processes, and reports, including the annual state tax credit report to legislature.

  • Works with other program staff (Review and Compliance, National Register, grants, etc) in SHPO to provide technical assistance as needed.

The ideal candidate will have a degree in history, Historic Preservation, Architectural History, Public History, Art History, Architecture, Urban Planning, or other closely related field and have experience working with reconnaissance and intensive architectural history surveys, historic resource identification and evaluation, Section 106 and National Historic Preservation Act policy review, and/or the Secretary of the Interior’s Standards for the Treatment of Historic Properties.

The Built Environment Reviewer position is a non-merit, non-contract covered position that is classified by the State of Iowa as a Historic Program Specialist. This position is exempt (salaried) per FLSA regulations.

This is a non-merit position with the Iowa Economic Development Authority (IEDA). Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprises.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university with a degree in history,

anthropology, archeology, architecture, curatorial/museum management, literature, English,

art, natural history, architectural history, library science, or historic preservation, and experience

equal to one year of full-time work in professional research, museum, education, editing, or

other experience associated with history, anthropology, archaeology, architecture, architectural

history, art, museums, historic sites, or historic preservation.

2) A total of five years of education and/or full-time experience (as described in number one),

where thirty semester hours of accredited college or university coursework in history,

anthropology, archeology, architecture, curatorial/museum management, literature, English,

art, natural history, architectural history, library science, or historic preservation equals one year

of full-time experience.
