Job Description

This is a non-merit position, candidates must follow the instructions in the "To Apply" section. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

The Iowa Department of Health and Human Services’ (Iowa HHS) Division of Public Health is seeking aBureau Chief of HIV, STI, and Hepatitis (Public Service Manager 2).

Summary:

This position serves as the Bureau Chief for the Bureau of HIV, STI, and Hepatitis to provide policy and program direction to the programs within the Division of Public Health at Iowa Health and Human Services. The mission of the Bureau is to protect and improve the health of Iowans at risk of or living with HIV, sexually transmitted diseases, and/or viral hepatitis.

Responsibilities:

The selected candidate will provide leadership and management for over 30 permanent, full-time staff in addition to contractual staff. In addition to bureau work, the candidate will work across the division with other bureau chiefs, as well as other HHS divisions and federal partners in addressing the public health needs of Iowans through surveillance, planning, policy, and outbreak response strategies.

Requirements:

Candidates must demonstrate leadership experience and expertise in addressing the needs for individuals at risk of or living with HIV, sexually transmitted diseases, and/or viral hepatitis. Strong communication skills, collaboration skills, and health equity programming experience are a must.

Selectives

185 Epidemiology:

6 months experience, 12 semester hours, or a combination of both in epidemiology, which involves:

  • The surveillance for respiratory diseases, vector-born diseases, enteric diseases, antimicrobial-resistant agents, or other infectious or non-infectious diseases

  • The development of protocols and procedures for data collection and analysis, ongoing analysis of data using a variety of databases and statistical analysis programs

  • The development and dissemination of written reports, graphs, tables, etc.

AND

535 Public Health:

6 months experience, 12 semester hours, or a combination of both related to improving, maintaining, and protecting the general condition of health within society, either on a personal, institutional, organizational, or community basis. Experience may be gained from direct provision of health care or from other ancillary programs and support mechanisms such as government public health departments.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

2) Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

3) All of the following (a and b):

a. Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

4) All of the following (a, b, and c):

a. Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

5) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
