Job Description

The Bureau Chief of Medicaid Bureau of Long-Term Services and Supports (LTSS) Policy is a key leader in several critical Medicaid programs. This position is responsible for planning, policy and procedure development, reimbursement and billing, and monitoring/oversight of the Long-Term Care services and supports including Home and Community-Based Services (HCBS) waivers, home-based habilitation programs, money follows the person (MFP) program, and long-term care facilities including nursing facilities, intermediate care facilities for individuals with intellectual disabilities and residential care facilities.

Responsibilities:

This position will represent Medicaid in critical meetings with multiple stakeholders including State Legislators, the Administrative Rule Committee, Council on Human Services, Long-Term Care Coordinating Unit, LTSS providers, provider associations, the Developmental Disability Council and member/family advocates involved in shaping Medicaid LTSS program policies to address and improve corporate and interdepartmental working relationships and organizational and process issues.

Promptly and accurately communicate information relative to all issues impacting the operation of the Bureau of LTSS Policy, including federal policies, changes in state law, stakeholder interests, and emerging trends, or concerns/issues identified by peers and Medicaid director, leads efforts to anticipate issues and facilitate resolution.

Provide communication in a myriad of formats to meet information demands emanating from HHS staff, State Legislators, advocates, LTSS providers, the medical community or others and is able to adjust communications to the varied audiences.

Provides day to day leadership of Bureau of LTSS Policy team members. Manages, coordinates and directs the activities of the Bureau of LTSS Policy team to assure program policy is developed and understood, organized and implemented timely and effectively and the appropriate communications and coordination with both internal and external partners occurs.

Develops and implements policies and procedures to assure consistent, accurate and timely monitoring, analysis of all aspects of the Medicaid Fee-For-Service (FFS) program, policies and procedures will assure the Centers for Medicare and Medicaid Services (CMS) and state requirements and will reflect best practice standards.

Comprehends State and Federal Medicaid policies and applies health care planning principles to resolve complex administrative, operational and budgetary issues and initiates appropriate procedural or policy changes to prevent occurrences.

Participates in legislative bill review activity and policy development.

Develops new Medicaid policy related to State and Federal policy changes and resolves policy issues with existing Medicaid LTSS policy.

Continuously monitors contractual performance targets through communications, data analysis and contractual milestones.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

2) Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

3) All of the following (a and b):

a. Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

4) All of the following (a, b, and c):

a. Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

5) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
