Job Description

The Fifth District of the Judicial Branch has an exciting opportunity as a Centralized Intake Officer position. This position is under the leadership of the Intake Unit Supervisor. The position is located in the Polk County Justice Center office.

The starting salary for new State of Iowa Judicial employees is expected to be at the base of the pay range. The pay range is $44,553.60 to $69,492.80.

The responsibilities for this position include:

  • On call on a rotating shift evenings, weekends, and provides the necessary information to assigned JCOs and assists in making decisions regarding the immediate custody of the youth pursuant to the Iowa Code- Responds to visitors and answers the telephone;

  • Conducts intakes under the authority of Chapter 232 to screen the legal sufficiency of the complaint and youth culpability. Conducts a preliminary inquiry of the complaint involving gathering additional information from law enforcement, witnesses, and child abuse reports.

  • Reviews delayed referral complaints on youth independently and determines a course of action to address risk areas while ensuring public safety. Intake decisions may include diversion, informal adjustment contract, or working under the guidance of a JCO or supervisor to request a petition. CIO may potentially be required to create a case plan following a decision on an occasional case assigned moderate/high risk, to initiate programs and/or services to address the youth’s risks and needs.

  • Works under the guidance of an Intake JCO or supervisor to ensure appropriate interventions and establishes the conditions of informal probation in compliance with Iowa Code 232.29 which permits for provision of supervision and services to juveniles through Informal Adjustment Agreement.

  • Exhibits the ability to concisely articulate written and verbal recommendations while advocating for youth and families as they navigate the juvenile justice system

  • Supports and employs evidence-based practices in casework, decision-making, and accountability.

  • Adheres to the Risks/Needs/Responsivity principle to fidelity when working with delinquent youth.

  • Under immediate guidance of a JCO or Supervisor, administers standardized risk assessment tools, such as the Iowa Delinquency Assessment (IDA), to target criminogenic risk and needs. Occasionally, the CIO may need to develop an individualized case plans on a moderate/high risk youth assigned to direct the youth’s treatment.

  • Primarily monitors treatment of low risk offenders and other interventions as outlined in the Informal - Adjustment Agreement to assure adherence. Collaborates with family to ensure engagement and documents progress in the case management system.

  • Incorporates evidence informed/based practices as identified and will be expected to use Effective Practices in Community Supervision (EPICS) on all cases to guide cognitive and behavioral change to reduce risk.

  • Responds to case related emergency matters and makes the decision to resolve any crisis situation during and outside normal working hours, including consulting with an on-call Judge, JCS Supervisor, JCO III, JCO II, JCO I, law enforcement, victims of crimes, medical personnel, detention centers, youth shelters, the Iowa Department of Human Services, parents in crisis, community providers, and others.

  • Provides transportation of a youth and/or a family or support system in accordance with established policy

  • Responds in a timely manner to random moment sampling inquiries that are used to determine JCS participation in federal programs.

  • Adheres, with immediate supervision, to all Judicial Branch and JCS specific policies and practices including but not limited to: Detention Screening Tool (DST), Iowa Delinquency Assessment (IDA), and Effective Practices in Community Supervision (EPICS), Families First Prevention Services Act (FFPSA), and Treatment Outcome Package (TOP).

  • Performs other related work as required.

This is a non-merit position with the Iowa Judicial Branch. Candidates must follow the instructions in the "To Apply" section.

Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

Minimum Qualification Requirements

Bachelor's degree from a four year college or university.

Must sucessfully complete training requirements set by Juvenile Court Services.

No criminal or child abuse record

Must be 21 or older

Must be available to work rotating shifts, on call, evenings and weekends.

Possess a valid driver’s license and proof of insurance.

Candidates must pass a preemployment criminal background check.
