FCC Program Manager

WHAT IS THE OPPORTUNITY?

This position will be responsible for supporting the development and operation of City National Bank's (CNB's) FCC Program Manager as prescribed by CNB's Risk Council. Responsibilities include project management; managing Financial Crimes processes and programs; developing and implementing enterprise-wide policies; and facilitating the implementation and integration of AMl and risk management principles at all levels of the company.

What you will do

  • Implement and monitor City National Bank's Financial Crimes Aanalytics Management (FCA) program in accordance with current and changing standards, regulations, policies, the financial services industry environment and internal needs/demands

  • Support FCA by managing FCA milestones and activities , communicating with policy, standard and procedure owners/contacts to develop and monitor deliverables.

  • Assist with development, communication and implementation of the new standards and work flow and collaboration tool.

  • Provide program oversight by supporting ongoing monitoring of the framework with targeted inventory annual assessments and facilitation of owner annual attestations.

  • Ongoing oversight of the policy framework inventory database including reporting, maintenance, and enhancements.

  • Assist in policy, standard and procedure owners/contacts on roles and responsibilities

  • Connect with sponsors and key stakeholders; mobilize and motivate teams; set direction and approach; resolve conflict; deliver tough messages; manage risk; execute with limited information and ambiguity.

  • Lead horizontal regulatory programs like OCC's Heightened Standards, Resolution and Recovery planning, etc.

  • Ownership of 2+ Risk programs within Risk.

  • Manage all aspects of the project lifecycle and engage business partners to oversee all phases of a project. Rigorously manage scope to ensure commitments are achieved within agreed time and parameters.

  • Develop change management, training, and communication plans and approaches necessary to execute on responsibilities. Serve as a subject matter expert in routinely briefing key stakeholders, steering committees, etc. on different aspects of assigned initiatives and driving decisions and guidance.

  • Build and Manage strong relationships with stakeholders and decision makers.

  • Provide recommendations and guidance to FCA team and business unit management to ensure new and existing frameworks, policies, and procedures are executable by FCA and business unit staff.

  • Manage a variety of non-technical projects within the Enterprise Risk Management department at varying levels of development.

  • Monitors resolution of Regulatory issues and Internal Audit findings

  • Develop and maintain master schedules and project documentation to deliver projects on time.

  • Produce status reports and is accountable for issue resolution as needed

  • Identifies, manages and communicates changes to plan across sponsors, stakeholders and governance groups.

Must-Have*

  • Minimum 5 years of experience in financial services or risk management

  • Minimum 5 years of auditing, consulting, Enterprise Risk Management or banking experience

  • Minimum 3 years of project management experience

Skills and Knowledge

  • Bachelor's degree in risk, finance, mathematics, engineering or statistics or related discipline with 5-7 years of auditing, consulting, Enterprise Risk Management or banking experience

  • Previous experience in financial services industry and/or risk management.

  • Proficiency in MS Project, Excel, Word, Access, Power Point, SharePoint.

  • Strong project management capabilities.

  • Demonstrated ability to think critically and facilitate change through collaborative effort. Strong interpersonal, verbal, and written communication skills.

  • Self-motivation, discipline, task focus, the ability to structure and present work and a proven record of delivering high quality results within strict deadlines.

  • Must have the ability to multitask and prioritize several concurrent initiatives

Compensation

Starting base salary: $111,408 - $189,738 per year. Exact compensation may vary based on skills, experience, and location. This job is eligible for bonus and/or commissions.
