Job Description
Under the direction of the Bureau Chief of Receipts and Payments within the Division of Administration of Fiscal Management, this position will be assisting the payable team in timely processing of external vendors claims, assistance payments, and travel reimbursement requests for state employees.
Responsibilities:
Processes all incoming mail for the bureau, both paper and electronic format, and makes sure it is routed correctly and claims for payment are logged on the incoming claims spreadsheet.
Handles aspects of the warrant delivery process. This will entail including any potential supporting documentation with the warrant, logging ones that have been returned due to issues, researching the correct address to re-mail, and issuing replacement warrants for those that have been lost/destroyed or have outdated.
Completes the paperwork to start the processing of the large payment files in the state accounting system that come from the various HHS systems. The system reports need to be summarized and used to complete the DAS required paperwork in order to process the payments files. These assistance payment files can be in excess of $8M.
Assists with entering and approving vendor claims submitted from HHS units in Central Office, Child Support Recovery Offices, and Case Management Offices.
Responsible for tracking previous payments to ensure that the request has not been previously processed by comparing the documentation received to various payment history reports.
The Accounting team is responsible for managing the complete lifecycle of assigned federal awards, working with programmatic points of contact, budget analysts, management and other groups as necessary. The Accountant Technician 2 position works within the team to monitor department accounts, analyze and validate information received, and process accounting transactions in the State’s financial system, Iowa Advantage.
Requirements:
This position must be able to respond to a variety of inquiries from both internal and external customers related to payment of claims and policy interpretation. Prior to entry, all documents are reviewed to ensure they are in accordance with federal, state, and department specific polices.

Minimum Qualification Requirements
Graduation from high school or G.E.D. equivalency and four years of clerical accounting experience which involved the compilation, tabulation, examination, verification or recording of financial, statistical or related fiscal programs using elementary bookkeeping principles and practices;
OR
the successful completion of a post-high school vocational/technical, business college, or area community college curriculum in accounting which included concentrated course work equivalent to twenty semester hours (or more) in accounting;
OR
an equivalent combination of education and experience, substituting one year of employment in clerical office work for each year of the required education;
OR
substituting the successful completion of thirty semester hours or the academic equivalent in a post high school Business, Accounting or closely related curriculum for each year of the required experience;
OR
any equivalent combination of qualifying education or experience;
OR
one year of experience as an Accounting Technician 1 in the State of Iowa classified service will be considered as qualifying;
OR
one year of work experience as an Accounting Clerk 3 in the State of Iowa classified service will be considered as qualifying.
