Dart HR Business Partner in Des Moines, Iowa

Pay: $70,000

POSITION SUMMARY:

The HR Business Partner is a highly visible position that serves as a liaison between the Human Resources Department and all DART positions, providing direction and guidance to employees, supervisors, and the general public in HR matters. This position is responsible for researching, developing, and implementing effective recruiting and staffing strategies to attract a diverse pool of qualified and capable administrative talent for the organization. In addition, it provides expertise on a broad and comprehensive range of other HR activities, in the area of employee benefits, payroll, employee relations, compensation, training, performance management, compliancy, company policies and other areas of HR while maintaining a focus on risk mitigation.

POSITION RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO:

  • Partners with People Leaders managing departments to achieve DART’s goals to recruit and retain highly skilled, competent employees

  • Coordinates recruitment process from position review to job posting, interviewing and evaluation, through the offer and acceptance including developing a recruitment plan, monitor applicants, conduct phone interviews, administer selection devices and processes, coordinate pre-employment activities such as background investigations, physical exams, drug screen and reference checks as well as make recommendations to hiring manager regarding applicant’s status.

  • Respond to applicants’ questions regarding recruitment processes and procedures. Research and resolve issues related to recruitment activities.

  • Assists in the scheduling, screening and onboarding of new employees; prepares offer letter packets and new hire documents; develops/manages/conducts new hire orientation program.

  • Effectively uses on-line applicant tracking system to track recruitment activity and prepares and tracks recruitment metrics. This includes Everify, policy acknowledgements and all other expected metrics.

  • Develop, maintain and present an informational and robust orientation (first day of employment) presentation along with the Safety and Training Department.

  • Develops and implements a robust outreach strategy and initiatives to attract quality candidates, source passive applicants, and increase diversity of applicant pools. Builds relationships with area schools, colleges, and vocational schools.

  • Prepare and process a biweekly payroll for employees including hourly and salaried employees. Payroll prep would consist of processing new hires, terminations, leave accruals, retro configurations, bonuses and necessary deductions. Working with the Finance team, payroll process completion would also be expected.

  • Coordinate payroll workflow with accounting; track and verify wage and classification changes; review payroll information to detect and reconcile discrepancies.

  • Prepare and maintain all pertinent employment and payroll data for hourly/salaried personnel within the HRIS regarding wages, benefits, deductions, leave records, holidays, workers compensation and all other related employment information.

  • Ensure that personnel files (electronic and paper) are compliant, organized and manageable for easy access.

  • Assists in coordination of benefits open enrollment, new hire enrollment and qualifying life events program; educates employees on agency benefits; provides instruction and assistance on enrollment process; and addresses employee questions regarding benefits; updates HRIS and vendor databases.

  • Maintain accurate and current employee life, health, dental, vision and long-term disability insurance plans enrollment, census information and monthly payments; reconcile and submit payment of all other employee insurance benefits for active and retired employees

  • Manage deferred compensation, IPERS, FSA and HSA processing.

  • Assist HR Manager with Leave Management, including Family Medical Leave Act (FMLA, Short Term Disability (STD), Long Term Disability (LTD) and Leave of Absence (LOA).

  • Communicate with both employees and Leave Management vendors to ensure compliancy.

  • Audit and submit all other HR department invoices to the Accounts Payable department.

  • Foster vendor relationships and partnerships.

  • Investigates moderately complex employee inquiries, complaints and/or policy and procedure violations, including employee misconduct and performance issues. This may involve collaborating with other departments and conducting interviews according to company policies and related laws and regulations; issues discipline according to DART policies and procedures. Effectively documents and reports on employee-related issues and concerns.

  • Creates strategic ways to improve the relationship between the company’s People Leaders and their employees.

  • Monitor the budget for the HR department and allocate funds when necessary.

  • Prepares and maintains human resources and risk management records, reports, statistics and other materials for DART use and for Local, State and Federal agencies, including agency EEO program and EEO-4 reporting

  • Respects, implements and follows through on all Human Resources compliancy subjects, including benefits, payroll processes, personnel filing, company policies, legal situation, etc.

  • Assists in reviewing, developing and implementing HR policies and procedures; assists with projects to improve the quality of HR services provided.

  • Provides a wide variety of information, advice and consultation to employees, management and the public concerning human resource programs, policies and procedures, and interpretation and application of laws and regulations.

  • Demonstrates continuous effort to improve HR operations and streamline work processes, including the use of new technology and automation; works cooperatively and jointly to provide quality customer service.

  • Contributes to the efficiency and effectiveness of the HR division to its customers by offering suggestions and participating as an active member of the work team.

  • Assists in preparation of staff communications to ensure timely distribution of benefit updates and other HR initiatives. Respond to employee inquiries and counsel regarding benefits questions, issues or problems.

  • Assist in coordination and organizing DART events such as Employee Safety Banquet, United Way campaign, retirement parties, etc.

  • Performs related human resources work and department support activities as required.

  • All other assigned tasks.

    EDUCATION AND/OR EXPERIENCE:

  • Bachelor’s Degree from an accredited college or university in Business Administration, Human Resources, Management, or a related field

  • Three (3) to five (5) years of related experience preferred

  • Human Resources experience must include and not limited to, payroll, benefits, employee relations, performance management, HR reporting (EEO), recruitment, hiring & onboarding.

    KNOWLEDGE, SKILLS AND ABILITIES:

    Knowledge of:

  • Knowledge of the principles and practices utilized in inputting wage, benefit and related data into personnel records, maintaining various files, worksheets and reports.

  • Knowledge of bargaining units and working with a union.

  • Knowledge of the principles and practices utilized in inputting wage, benefit and related data into personnel records, maintaining various files, worksheets and reports.

  • Knowledge of the full recruitment cycle.

  • Knowledge of the payroll process, including, but not limited to wages, garnishments, retro pay, W4s, other tax related payroll process, direct deposit, Fair Labor Standards Act, exempt vs. nonexempt, etc.

  • Knowledge of benefit principles and practices including, but not limited to all federal guidelines, Qualifying Life Events, HSA requirements, etc.

  • Knowledge of Human Resources Information Systems (HRIS), UKG preferred.

  • Knowledge of personal computers and current office software programs for word processing, spreadsheets, presentations, and databases at the intermediate level of proficiency; as well as general knowledge of specialized software related to functional area

    Skills or Ability to:

  • Ability to maintain accurate files and records and easily retrieve upon necessity

  • Ability to build/maintain positive working relationships with management, employees and the public using principles of good customer service, anticipating business needs and responding to daily requests through oral/written communications of excellence

  • Ability to calculate basic and sometimes complex mathematical functions.

  • Ability to follow directions, problem-solve and use resources and references when necessary.

    COMPLIANCE RESPONSIBILITIES:

  • Compliance with all policies, procedures, and work rules as well as all Federal, State and local laws including but not limited to EEO, ADA, FMLA, Drug and Alcohol, safety, and union contracted policies.

    SUPERVISORY RESPONSIBILITY:

    This position has no supervisory responsibility.

    PHYSICAL DEMANDS:

    On a normal workday, this position requires:

  • Prolonged periods of sitting and reaching

  • Extensive use of hands, fingers and arms in operations requiring constant handling of paper documents, computing and entering data using a keyboard and ten key calculators.

  • Clarity of vision at 20 inches or less to read and enter numerical data

  • The ability to hear normal verbal conversation with or without corrective devices to communicate with co-workers and customers

  • The ability to speak and read the English language clearly and concisely

    WORK ENVIRONMENT:

  • Primary work location is in a general office environment, heated during the winter and cooled in the summer.

  • Seated at a front desk, providing customer service to internal and external customers while completing one’s own assigned work, interruptions and disruptions are possible.
