Job Description

The Department of Administrative Services – Human Resources Enterprise (DAS-HRE) provides centralized human resources programs and services to State of Iowa agencies. The mission of DAS-HRE is to support state agencies in their delivery of services to the people of Iowa by providing programs that recruit, develop, and retain a diverse and qualified workforce, and to administer responsible employee benefits programs for the members and their beneficiaries.

We are currently seeking candidates for a position as aHuman Resources Consultant (HRC). If you have an enthusiasm for working in human resources, want to make a difference with your career as a public servant, and are committed to providing excellent customer service, we want you on our team!

Location and hours: This is a hybrid position based in downtown Des Moines, IA. You'll have the flexibility to work from our office as well as remotely, helping you to achieve a great work-life balance.

The HRC functions as an HR generalist and serves as the primary DAS-HRE liaison to assigned executive branch agencies. The HRC works primarily with management to resolve complex employee relations issues and ensure compliance with relevant work rules and policies.

Job Responsibilities:

  • Provide advice and guidance concerning all HR program areas, including organizational development, employee relations, performance management, & training and development.

  • Consult on staffing needs by providing advice and guidance concerning recruitment and selection

  • Provide guidance concerning classification and compensation

  • Advise on EEO, AA, civil rights, discrimination, and sexual harassment complaints

  • Advise on corrective/disciplinary action

  • Assist with preparation for grievance meetings and arbitration hearings

  • Consult on leave management and performance issues

  • Provide advice and guidance concerning interpretation of relevant state and federal laws, administrative rules, collective bargaining agreements, and agency and Statewide policies

  • Conduct and/or provide guidance on administrative investigations.

  • An aptitude for relationship-building and expertise in consultation

  • Effective communication skills

  • Excellent analytical and problem-solving skills with strong attention to detail

  • Proficiency to work cross-functionally, with management-level employees and leaders at all levels of the organization

  • Previous experience in an HR generalist role

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  • Graduation from an accredited four-year college or university with a Bachelor's degree and experience equal to four years of full-time work in one or more professional-level human resources management areas such as employment, recruitment, position classification, compensation, labor relations, collective bargaining, safety, worker's compensation, wellness, and benefits administration.

  • A combination of a total of eight years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work equals one year of full-time experience.

  • Graduation from an accredited law school.

  • Current, continuous experience in the state executive branch that includes three and a half years of full-time work as a Human Resources Professional 1.
