Job Description
The Department of Management (DOM), Division of Information Technology (DoIT) is seeking an Information Technology Specialist 5 - IT Product Managerthat will be responsible for leading various information technology initiatives for the Iowa Utilities Commission.
This role will serve as a point of accountability for the development, configuration, maintenance, and improvement of IT-enabled solutions. The ideal candidate will have prior product owner and/or project management experience, be a strategic thinker, and will have demonstrated knowledge and experience managing technology teams, vendors, stakeholders, data systems, application deployments, or similar services.
Key Responsibilities:
Product Ownership
Serve as IT Product Manager for critical business applications supporting the Iowa Utilities Commission.
Ensure systems meet statutory and regulatory requirements, ensuring operational continuity.
Collaboration and Stakeholder Management
Work with internal teams, external stakeholders, vendors, and contractors to identify IT opportunities.
Facilitate the procurement process for IT solutions, evaluate software/hardware options, and make recommendations.
Solution Definition and Implementation
Define scope and business needs for IT-enabled solutions.
Lead the evaluation and selection of technical solutions, including preparing product specifications and vendor proposals.
Performance and Service Management
Establish and monitor service-level agreements (SLAs) with service providers.
Ensure systems meet performance, availability, and interoperability goals.
Resolve issues related to functionality, technical compatibility, and system performance.
Agile Methodology
Participate in agile ceremonies (stand-ups, sprint reviews, retrospectives).
Prioritize tasks and communicate product roadmap to stakeholders.
Collaborate on creating acceptance criteria, feature tests, and regression tests.
Product Roadmap and Resource Management
Develop and maintain detailed product roadmaps aligned with agency goals.
Collaborate with DoIT to allocate technical resources to fusion teams, managing timelines and budgets.
Leadership and Reporting
Provide regular updates to leadership on product development status, risks, and budget.
Contribute to strategic discussions regarding product evolution, risk management, and enterprise service transitions.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in: operating a multi-job computer; installing, operating, and coordinating computer-based networks; installing/maintaining database management systems; developing business application processes; developing/operating system programs; installing/maintaining personal computers, Local Area Networks, and/or servers; managing operating systems; developing/delivering information management training; providing Information Technology (IT) customer service; designing/administering websites; or executing technology projects (e.g., systems analysis, requirements, design, development, and testing).
2) All of the following (a and b):
a. Three years of full-time work experience in: operating a multi-job computer; installing, operating, and coordinating computer-based networks; installing/maintaining database management systems; developing business application processes; developing/operating system programs; installing/maintaining personal computers, Local Area Networks, and/or servers; managing operating systems; developing/delivering information management training; providing Information Technology (IT) customer service; designing/administering websites; or executing technology projects (e.g., systems analysis, requirements, design, development, and testing); and
b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
3) All of the following (a and b):
a. Three years of full-time work experience in: operating a multi-job computer; installing, operating, and coordinating computer-based networks; installing/maintaining database management systems; developing business application processes; developing/operating system programs; installing/maintaining personal computers, Local Area Networks, and/or servers; managing operating systems; developing/delivering information management training; providing Information Technology (IT) customer service; designing/administering websites; or executing technology projects (e.g., systems analysis, requirements, design, development, and testing); and
b. Certification by an authorized educational institution/major computer or software producer in an area directly related to one of the computer specialty fields described in part a.
4) All of the following (a and b):
a. Three years of full-time work experience in: operating a multi-job computer; installing, operating, and coordinating computer-based networks; installing/maintaining database management systems; developing business application processes; developing/operating system programs; installing/maintaining personal computers, Local Area Networks, and/or servers; managing operating systems; developing/delivering information management training; providing Information Technology (IT) customer service; designing/administering websites; or executing technology projects (e.g., systems analysis, requirements, design, development, and testing); and
b. Eighteen semester hours of accredited post-high-school coursework in one of the specialty fields described in part a.
5) Current, continuous experience in the state executive branch that includes six months of fulltime work as an Information Technology Specialist 4.
