Job Description
The Iowa Department of Health and Human Services, Division of Community Access and Eligibility is seeking applicants for aProgram Planner 3position for the Low Income Home Energy Assistance Program (LIHEAP). The LIHEAP is a federally funded program designed to assist low income families in Iowa to meet the cost of home heating by providing a one-time payment to the heating utility and crisis assistance. The LIHEAP Program Planner will be a key member of the LHEAP state team working in the Community Action Agencies subdivision. This position will work under the supervision of the Community Action Agencies Director and the general direction of the LIHEAP Program Manager, this person will have responsibilities for the administrative program monitoring of the LIHEAP contractors and assisting the state LIHEAP team with day-to-day duties to operate the LIHEAP. The LIHEAP in Iowa is administered through contracts with a statewide network of community action agencies providing services in all 99 counties in Iowa.
Responsibilities:
Performs statewide monitoring of Contractors to ensure contractual compliance with the LIHEAP's policies, guidelines, and procedures and federal and state rules and regulations. Drafts and completes reports of programmatic monitoring results, including recommendations for corrective action, and sends the reports to Contractor program staff, Executive Directors, and Board Chairs. Reviews, for approval, Contractors' responses to the monitoring reports. Monitors whether required corrective action is taken by Contractors.
Provides technical assistance to Contractor program staff as part of the review. Provides suggestions to Contractor program staff for improving program performance and implementing efficiencies.
Serves as a resource to Contractor program staff by answering questions regarding the LIHEAP's policies and procedures and state and federal rules and regulations and assists Contractor program staff in solving program-related issues and problems.
Assists in developing and implementing policies and procedures for the statewide program.
Reviews monthly fiscal reports and reimbursement/funding request be contractors checking for accuracy and compliance. Answer questions and resolve problems with reports and move the reports through the approval process.
Assists in developing policies, and procedures. This includes making recommendations concerning changes to existing policies, and procedures.
Assists with developing improvement plans for Contractor program staff that need technical and/or programmatic assistance.
Develops and/or revises programmatic monitoring tools, processes, and procedures in response to changing guidelines or risk assessment.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Seven years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility).
2) All of the following (a, b, and c):
a. One year of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility); and
b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience.
3) Graduation from an accredited school of law.
4) Current, continuous experience in the state executive branch that includes nine months of full-time work as a Program Planner 2 or twenty-seven months of full-time work as a Program Planner 1.
