Job Description

The Iowa Department of Inspections, Appeals, and Licensing (DIAL) is seeking a highly motivated, skilled, solution-oriented, and enthusiastic professional to join our regulatory department and serve as the Iowa Prescription Monitoring Program (PMP) Administrator at our central office near Valley Junction in Des Moines, Iowa.

DIAL is a multifaceted regulatory agency charged with protecting the health, safety, and well-being of Iowans, and is comprised of eight core operational divisions: Administrative Hearings, Building & Construction, Health & Safety, Investigations, Labor/OSHA, Licensing, Workers’ Compensation, and Administration.

The Monitoring Bureau of the Professional Licensing Division is responsible for administering several programs including the Iowa PMP, the Professional Health Programs, and monitoring of all licensees within the division subsequent to a board order.

The Prescription Monitoring Administrator position reports to the Bureau Chief of Monitoring and will serve as the key contact regarding all aspects of the PMP. Additionally, this position will involve inspections of pharmacies and other licensees of the Iowa Board of Pharmacy. Licensure by the Iowa Board of Pharmacy as a pharmacist is required. Additionally, a background in compliance with pharmacy related rules and laws as well as familiarity with the Iowa PMP is preferred. This position will also require a high level of comfort with computers and database related software as well as data analysis and integrity. This position will be home domiciled.

  • Pharmacies and other licensees, working from a home environment in Central Iowa and working or reporting to the DIAL facility in South Des Moines as necessary.

What You’ll Do

  • Administer the PMP.

  • Process registrations and/or oversee the registration process and providing user assistance with accounts.

  • Provide technical assistance and consultation for the development, implementation and analysis of assessment, evaluation and reporting functions.

  • Develop and maintain data to assess the effectiveness and ensure compliance with policy, contracts and grants.

  • Review reports to ensure they are submitted timely and in accordance with laws, rules and regulations.

  • Authorize the disclosure of de-identified reports for statistical, public research, public policy, or educational purposes.

  • Compile and organize data and prepare the annual PMP report to the Governor.

  • Provide statistical reports to the director, as requested.

  • Actively manage pharmacy dispensing records reported to the PMP to ensure compliance with all rules and laws; initiating complaints and investigations as necessary as a result of noncompliance.

  • Participate in activities to educate professionals on the importance, purpose, use, and evolution of the PMP.

  • Confer with other state and federal agencies on the appropriate distribution of controlled substances, including, but not limited to the Governor's Office of Drug Control Policy.

  • Advise pharmacists, physicians, advanced registered nurse practitioners, physician's assistants and other PMP users in all matters relating to pharmacy.

  • Complete inspections, surveys, and audits of licensed pharmacies, drug wholesalers, manufacturers, distributors, and controlled substance registrant offices and businesses.

Licensure as a Pharmacist by the Iowa Board of Pharmacy Examiners.
