Job Description

The Iowa Department of Public Health (IDPH) and Department of Human Services (DHS) merged on July 1, 2022 to form one agency, the Iowa Department of Health and Human Services (HHS). We are seeking aPlan Writer (Program Planner 3).

This position will assist the Preparedness and Response Bureau to provide advanced emergency preparedness plan writing and existing plan revision. Program Planner 3 (PP3) will update, revise or create response plans based on past, present and future Iowa HHS response operations, this will include making recommendations on policies and procedures either new or revision of existing plans to ensure an effective ongoing response and recovery.

This position will work closely with the preparedness and response teams to assist in the development of after action reports. This position will assist the preparedness team on new plan writing as required by state and federal requirements. PP3 will also work with other departments throughout IAHHS to develop preparedness and response plans that help align IDPH and DHS strategic plans to include, preparedness, response, continuity of operations, PHAB accreditation in relations to preparedness and response among other possible plans.

PP3 will work in collaboration with Iowa Homeland Security and federal partners to ensure all ESF-8 and ESF-6 plans are maintained and updated based on current operating policies and procedures. This position will need to have a clear understanding on existing and/or new plan timelines to ensure Iowa HHS is compliant with the update and/or delivery of preparedness and response plans.

Assists preparedness and response teams on completion of grant application and reporting packages including performance narratives, outline of performance measures among other possible data elements. PP3 will assist in gathering quantitative and qualitative data for completion of federal reporting measures. This position will need to understand annual reporting requirements for the Bureau of Preparedness and Response to assist in the timely completion of all data elements.

As an employee of Iowa HHS this position may be called upon to respond in or out of the state of Iowa in an emergency or disaster to fill internal or external emergency response role and other duties as assigned by the Bureau Chief or Division Director.

204 Emergency Planning (State and Local)

6 months experience, 12 semester hours, or a combination of both in the entire emergency planning process from meeting and working with partners to developing and writing the plan to working back through an approval process with the partners. Knowledge of emergency management and the systems and processes employed in Response, Recovery, Mitigation and Preparedness are essential.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Seven years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility).

2) All of the following (a, b, and c):

a. One year of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility); and

b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience.

3) Graduation from an accredited school of law.

4) Current, continuous experience in the state executive branch that includes nine months of full-time work as a Program Planner 2 or twenty-seven months of full-time work as a Program Planner 1.
