Job Description

The Iowa Economic Development Authority (IEDA), located in Des Moines, IA, is seeking a motivated, collaborative and service-oriented professional to join our organization as the nextProgram Manager for Produce Iowa,the State Office of Film and Media and part of the Iowa Arts Council.

Are you interested in creating more opportunities for Iowans to work in the film and media industry and developing Iowa’s creative economy?

As a member of the Iowa Arts Council team, the person in this role will manage the day-to-day activities of the office, including developing programs, resources, and tools that support the growth of Iowa’s film and media industry. While working to position Iowa as a filmmaking destination and to assist filmmakers and producers choosing our state for their next project, the program manager will be committed to cultivating a supportive environment for Iowa filmmakers, film festivals, and homegrown productions, all to benefit Iowa residents, communities and small businesses.

Responsibilities:

  1. Film Production Resource (30%)

    o Serve as the main contact point for filmmakers and producers considering Iowa for film and media projects, as well as those who have registered their projects and are in the production phase.

    o Address inquiries related to permitting, compliance, and industry guidelines.

    o Manage Produce Iowa tools, including the Media Production Directory and Location Database, to assist filmmakers, producers and location managers

  2. Film and Media Industry Development (30%)

    o Design and execute programs to enhance the entrepreneurial capacity and visibility of Iowa filmmakers and their work.

    o Work with Iowa higher education partners and film and media departments to develop skills and prepare students for jobs in the industry.

    o Expand a “film ready communities” initiative to support the local adoption of film-friendly policies and prepare cities for significant film and media projects.

    o Enhance a statewide Screen Iowa network of local film festivals and theaters that support and promote independent filmmaking in Iowa.

  3. Grants and Financial Incentives (20%)

    o Manage one or more grant programs and/or financial incentives for Iowa filmmakers and screenwriters and assist program applicants.

  4. Internal Collaboration (20%)

    o Collaborate with the IEDA Communications team to create content for newsletters and social media and identify compelling story ideas related to Iowa filmmakers and film projects.

    o Collaborate with the Arts Council team to integrate film and media within a broader focus on the arts and creative industries in Iowa through conferences, events, and programs.

    The Film Program Manager position is a non-contract, non-merit position that is classified by the State of Iowa as an Economic Development Specialist 2. This position is exempt (salaried) per FLSA regulations.

Minimum Qualification Requirements

Graduation from an accredited four year college or university with major coursework in marketing, communications, journalism, public relations, business, digital media or web and experience equal to five years of full-time work that involved responsibility for managing websites, web and digital strategy, content creation and content strategy

OR

an equivalent combination of education and experience substituting one year of the above required experience for each year (thirty semester or equivalent hours) of the required education.

Employees will be required to travel. Some positions may require employees to furnish their own means of transportation in order to conduct state business.
