Job Description

The Iowa Department of Public Safety (DPS) is seeking to fill a Retirement Benefits Officer Senior position within the Administrative Services Division. This position is responsible for assisting in the management of the Peace Officers' Retirement, Accident and Disability System.

Organization Background:

The mission of DPS is to serve the people of Iowa by providing public safety services with leadership, integrity and professionalism through the core values of courtesy, service and protection.

The Department is a statewide law enforcement agency and includes the Administrative Services Division, the Iowa State Patrol, the Iowa Division of Criminal Investigation, the Iowa Division of Narcotics Enforcement, the Iowa State Fire Marshal and the Division of Intelligence. The Department works in conjunction with federal, state and local jurisdictions of the criminal justice community to provide for the safety of persons living in, or traveling through the State of Iowa.

Job Duties:

  • Analyze, interpret and apply Iowa Code section 97A and other applicable state and federal laws to educate and assist members located throughout the state in maximizing program benefits. Apply knowledge of specialized subject matter regarding pension benefit administration to ensure all members receive correct benefit. Develop policies and procedures to ensure accurate payment of benefits under Iowa Code chapter 97A. Collaborate with program's actuary to develop and maintain actuarially determined rate tables in a manner that can be used to determine member benefits. Develop and conduct state-wide educational presentations for potential members, members, retirees, and other interest groups.

  • Facilitate POR members through the retirement process. Counsel beneficiaries and former POR members of benefits available to them. Review, apply and approve Qualified Domestic Relations Orders and divorce decrees to determine correct division of benefits as mandated by the court system. Review and respond to withholding orders from the IRS and court system. Interpret and apply federal USERRA laws to ensure compliance with applicable military leave. Coordinate service transfers with the Municipal Police and Fire Retirement System of Iowa.

  • Analyze a variety of information, including but not limited to Iowa Code Chapter 97A, federal and state of Iowa tax laws, and federal pension reporting requirements, and recommend solutions for resolving program/project administration problems. Draft changes to the Iowa Code and Administrative Rules, legislative proposals, policies and procedures. Determine impact and inform program/Department management, POR Board, customers and program/project staff. Explains current and/or proposed amendments to POR’s law. Assist with responding to legislative information requests, including analyzing and gathering data, and review of proposed legislation to determine impact on System. Draft technical reports and correspondence explaining the department’s position on policy issues that may be precedent setting or result in new laws or legislation.

  • Respond to requests for information from interest groups and other public/private organizations through written business communications (reports, letters, memos and position papers) and educational presentations. Evaluate and respond to requests in accord with the State of Iowa open records laws. Investigate complaints/inquiries from POR members, the general public, legislature and interest groups.

  • Develop and draft internal POR policies, procedures and work products to improve processes and efficiency, and for historical and reference purposes. Evaluates work organizational processes/operations for efficiency and effectiveness and recommending changes to procedures for improvement.

  • Collect and analyze program and related data for accuracy, soundness, feasibility, impact and developing written action proposals. Attend management planning/policy-making meetings and provide input. Determine and assist with acquiring technological resources for POR’s needs. Create and update POR website content and publications for members, retirees, beneficiaries, interest groups, lawmakers, etc.

  • Evaluate and determine resources (financial, equipment, etc.) necessary to pay benefits and other payments while meeting the requirements of the Code of Iowa, Iowa Administrative Code, Iowa Department of Revenue, internal DPS policies, IRS, DAS, and other legal requirements. Develop and maintain processes required to ensure accurate and timely payments to all members, beneficiaries, vendors and other payees. Analyze changes to tax laws and determine resources needed to implement changes; determine and implement software changes necessary to accurately calculate payments and adjustments such as income tax withholding, benefit cost of living increases, and DAS requirements.

  • Determine and schedule regular POR payrolls in collaboration with DAS staff and time lines. Ensure all withholding reports are completed as required and in accord with applicable IRS, IDR, or agency laws/rules. Review applicable contracts to ensure vendor payments are made in conjunction with agreed upon rates. Investigate and resolve all claims that have been identified by the DPS pre-auditor.

  • Facilitate the disability process for the POR Board of Trustees, POR members and retirees. Develop policies and procedures in accord with state and federal laws Ensure adherence to federal laws in regard to handling of medical records.

  • Manage the request and review of medical documentation necessary for physicians and POR Board to determine applicants' disability status, Ensure disability retirees comply with post-retirement earnings limitation. Assist POR Manager in collection of income tax returns for disability retirees under age 55, along with determination of allowable income and applicable earnings for each retiree based on Chapter 97A.

  • Research requests for medical cost reimbursement from disability retirees, including prescription drugs and medical procedures and appointments, to determine if reimbursement requests have merit.

  • Coordinate and execute annual compilation of detailed data required for program's annual actuarial valuation. Develop methodology to maintain data, calculations and formulas needed for annual reporting to program's actuary and State of Iowa. Assist POR Manager in review of valuation and GASB reports before presentation and release to POR Board, auditors, legislators and for the State of Iowa's CAFR. Coordinate annual audit of program by the Auditor of State of Iowa.

  • Perform functions for the POR Board of Trustees to ensure adherence with open meeting laws of Iowa. Prepare educational documentation and presentations for POR Board to ensure knowledge of subject matter for which they are responsible decision makers. Receive and coordinate members appeals for presentation to POR Board. Assist program's legal counsel with appeals, including representation of program's position and serving as subject matter expert. Manage the process to nominate and elect retired and active members of the Board of Trustees as required by Iowa Code section 97A.

    Other Information

    The selected candidate must have passed a thorough background investigation conducted by Iowa Department of Public Safety investigators before a final letter of employment offer is delivered.

Minimum Qualification Requirements

Graduation from an accredited college or university with a Bachelor's Degree and three years of full-time experience in job interviewing, referral and/or placement, credit investigation, collection work, financial planning, selling insurance, stocks or bonds, or related public contact work obtaining, analyzing, and/or evaluating data;

OR

an equivalent combination of education and experience substituting one year of the required full-time experience for each 30 semester hours of the required education to a maximum substitution of four years;

OR

employees with current, continuous experience in the state executive branch that includes the equivalent of two years of full-time experience as a Retirement Benefits Officer.
