Job Description

The Iowa Department of Natural Resources is seeking an energetic self-starter to serve as the Department’s Shooting Sports and Range Development Program Coordinator.

Iowa Scholastic Clay Target (SCTP) and Scholastic Action Shooting (SASP) Programs

This role will act as the state advisor for the Iowa Scholastic Clay Target (SCTP) and Scholastic Action Shooting (SASP) Programs. It involves close collaboration with organizations such as the Scholastic Shooting Sports Foundation, Iowa Scholastic Clay Target Program, Inc., Iowa Hunter Education Instructor Association, Iowa State Trapshooting Association, and various shooting range facilities statewide. The primary focus is on overseeing and increasing youth participation in shooting sports.

The position will organize, instruct, and advocate for several certification programs within the Iowa DNR, including the Basic Shotgun Coach Certification Program, Basic Action Shooting Coach Certification Program, Range Safety Officer Program, and National Rifle Association/USA Shooting Level 1 Courses. This will involve collaborating with local shooting range facilities and certified trainers to schedule sessions statewide each spring and fall.

Additionally, the role will actively pursue and promote ongoing education opportunities for both youth and adults participating in these programs. Responsibilities include coordinating, managing, and promoting all aspects related to team, coach, and athlete registration, as well as overseeing rules, policies, procedures, and league activities for the Iowa SCTP and SASP.

The position also entails scheduling, coordinating, and serving as the on-site shoot director for all statewide championship events.

Additional assignments include:

  • Facilitating cross-promotional hunting and recreational shooting opportunities;

  • Exploring "next step" opportunities for existing participants and working with interested colleges and universities to develop and grow the collegiate shooting sports programs;

  • Coordinating, promoting, and co-hosting an annual statewide coaches conference;

  • Developing and managing the program and procuring various equipment, materials, and supplies;

  • Updating and maintaining informational and educational materials, website equipment inventory, and participation records.

  • Compiling data and preparing reports for stakeholders.

  • Serving as Iowa's representative at the National Scholastic Shooting Sports Foundation SCTP and SASP Advisors Conference and attending other conferences, trade-shows, training, and events as deemed appropriate.

Public Shooting Range Program

This role will oversee the Iowa Public Shooting Range Program, managing all aspects including the supervision of nine Department-owned shooting ranges to ensure safe and consistent operation and maintenance. Additionally, the position will proactively seek and cultivate opportunities to expand public access to shooting ranges through strategic development initiatives. Serving as project manager for Department-owned range projects, responsibilities will include program management tasks such as budgeting, procurement, annual range assessments, capital improvements, grant writing, lead recycling, environmental and business planning, policy development, and oversight of part-time range safety officers.

Special Projects

This role involves collaborating with a team of outdoor recreational sport managers and participating in organizing events such as shooting sports state tournaments, sport shows, special events, fairs, and expos. Additionally, the position will contribute to communication, marketing initiatives, and other outreach activities aimed at promoting the agency's mission and vision.

Essential Functions

Serve as the state advisor for the Scholastic Clay Target Program (SCTP) and Scholastic Action Shooting Program

(SASP).

Revises program materials, policies and procedures, rules, and websites.

Compiles participation data for program evaluation and annual reports.

Provides information and recommendations to program constituents on various aspects of the programs being

coordinated along with shooting range design and development needs.

Trains and certifies various stakeholders on Basic Shotgun Coach Certification Program, Basic Action Shooting Coach

Certification Program, Range Safety Officer Program, and the NRA/USA Shooting Level 1 Courses and other similar

certifications.

Lifts equipment and supplies that weigh up to 50lbs.

Properly hook up and pull with a vehicle various sized (8' - 22') enclosed trailers. Must also be able to back up vehicle

and trailer.

Communicates effectively (verbally and written) to volunteer instructors, coaches, agencies, organizations, businesses,

clubs, and schools regarding various aspects of the programs being coordinated.

Serves as a back-up to the Range Managers. Overseeing daily operations and maintenance needs at Department-owned

shooting ranges.

Procures various goods and services related to programs being coordinated.

The starting salary for new state (Executive Branch) employees is expected to be at the base of the pay range. Additional salary increases may occur after the first six months, and then annually (if applicable). 3) Graduation from an accredited school of law.

4) Current, continuous experience in the state executive branch that includes nine months of full-time work as a Program Planner 2 or twenty-seven months of full-time work as a Program Planner 1.
