The Opportunity

Black & Veatch has an exciting opportunity for a Water Resource Solution Growth Leader focused on western water supply management and water resilience initiatives.

We seek a Water Resource Solution Growth Leader with a passion for helping communities build resilience to issues threatening their water supply and water quality. This position is focused on California, the Colorado River Basin and western United States and intended to provide leadership and direction to strategic clients regarding their water resource challenges.

Our planning and water resources business in the U.S. is growing, driven by clients’ need to address challenges stemming from population growth, water scarcity, groundwater depletion, climate variability, sea level rise, water rights, demand management, water quality, and the growing interest in water reuse, stormwater harvesting, and One Water Planning and implementation. We anticipate an increased demand for creative integrated and One Water planning and design solutions. This, therefore, represents a strategic business opportunity for Black & Veatch, and the Water Resource Solution Growth Leader will help the company grow its market share in the West by providing world-class planning and water resource services.

This role will be designated in our business traveler work schedule. We are committed to providing a healthy, safe and flexible work environment for all professionals while helping them remain productive and connected. Our business traveler work schedule includes BV professionals who travel consistently 60% or more of their work schedule and provide flexibility around being in an office location.

  • Days during travel weeks that are non-travel days, professionals may work in the office or at a remote location

  • On non-travel work weeks, professionals may work in a BV office location 3 days a week and in a remote location 2 days a week

The Team

As part of BV Strategic Growth , you will have the opportunity to drive agility, innovation, and hold BV accountable as an organization to our commitment to transform and grow. You are passionate about growth, client-centric, and work seamlessly across all areas of BV.

Key Responsibilities

  • Leverage and build relationships with key water resource planning leaders and decision makers such as: strategic clients, teaming partners, CA DWR, CA State Water Resources Control Board, CA State Water Contractors, Arizona CAP, Southern Nevada Water Authority (SNWA), Utah CUP, IBWC, USBR, California Financing Coordinating Committee staff, SRF administrators, etc.

  • Lead scenario planning efforts for integrated/One Water resource projects that include surface and groundwater considerations

  • Support reuse and desalination planning and design

  • Support demand management and conservation assessments

  • Support groundwater management and the ongoing SGMA efforts throughout the State of California

  • Support water transmission and water storage planning and design efforts

  • Support climate change and sea leave rise mitigation planning efforts

  • Support alternative funding initiatives for strategic clients and projects throughout the state

  • Lead water resource and strategic planning efforts to grow a more robust California and Western Water business

  • Attract and source key planning and water resource talent to help grow the western water resource solution team

Management Responsibilities

Supervises work of others. Responsible for hiring, discipline, and pay administration of their subordinates.

Preferred Qualifications

  • 20+ years of water resource and planning experience

  • Experience in a client-facing/business development leadership role

  • Experience in executing and implementing strategic planning efforts

  • Experience attracting, growing and leading project teams and executing water resource planning and implementation projects

  • Familiarity with local and DWR/Californian Water Control Board Rules, Regulations, and Policies

  • Familiarity with sea level rise and climate change considerations

  • Familiarity overseeing and interpreting the results of:

  • State Water Planning models such as CalSim, DSM2, RiverWare, GoldSim, Stella, etc.

  • Hydrologic and Hydraulic modeling platforms such as HEC-HMS, HEC-RAS, SWMM, Infoworks ICM, etc.

  • Water Quality models such as CE-QUAL-W2, EFDC and WASP

  • Groundwater management models like MODFLOW

Minimum Qualifications

  • Bachelor’s Degree, or equivalent experience

  • 15+ years of management experience in areas such as engineering, environmental, land services, project management and/or operations management.
