Job Summary

Implement all aspects of the human resources information system and ensure proper data management. Use subject matter expertise to execute and advise others on processes for worker’s compensation, time and attendance, employee and labor relations, and hiring processes. Twelve-month essential position.

Essential Functions

HR Processes

  • Provide guidance to others on all aspects of the employee life cycle, using subject matter expertise in compliance with legal requirements, policies and procedures.

  • Provide training and assist staff in the use of human resources and self-service technology.

  • Track personnel actions and prepare and send documents communicating employment status updates following Board of Education actions.

  • In compliance with the Board of Educational Examiners’ requirements, provide guidance to administrators on required qualifications of teacher applicants.

  • Prepare documents, such as contracts and salary schedules for contract negotiations.

  • Ensure new hire processes are performed in a manner compliant with District policy, procedure, precedent, negotiated agreements, legal requirements and the employee handbook.

  • Continually improve processes, related to the human resources department, to maximize accuracy and efficiency.

  • Keep the Director of Human Resources apprised of trends, concerns or challenges that could impact outcomes.

  • Coordinate and assist with a variety of special projects as assigned.

Data and Records Management

  • Maintain electronic employment records, including demographic information, employment status, job assignment and pay data.

  • Prepare the State of Iowa BEDS annual report, ensuring timely and accurate data entry and reporting.

  • Produce staffing, turnover and leave of absence reports for administrative use.

  • Assist with data reviews to verify, validate and correct data.

  • Upon Superintendent request, prepare reports for budgeting purposes, including, but not limited to:

  • Wage chronology showing base, average, and other key data

  • Key labor costs, such as benefits and vacation pay

  • Wage bracket reference charts with numbers of employees at each wage increment

  • Costing of proposed scenarios for administrative overview prior to implementation of new policies, procedures or agreements

  • Summaries of previous and current labor unit costs

Worker’s Compensation

  • Implement the day-to-day operations of workers' compensation program.

  • Review, process and monitor all workers' compensation claims, ensuring compliance with relevant policies, procedures, laws and regulations.

  • Facilitate timely communication with payroll, medical professionals and the insurance carrier to resolve problems, answer questions, and facilitate claims processing.

  • Provide support and information to employees regarding applicable benefits, timelines, rights and responsibilities.

  • Perform incident investigatory duties, including securing relevant videotape recordings.

  • Maintain correspondence, documents, reports, files and records.

  • Participate in loss control initiatives to reduce incidences of claims, including oversight of light duty assignments.

  • Schedule and provide workers' compensation training to staff and administrators.

  • Produce workers' compensation reports on claim history.

Support and Back-Up

  • Serve as backup for posting job vacancies, processing applications, performing hiring functions and responding to leave requests.

  • Communicate status updates to District administrators and applicants regarding new hire status.

  • Review the criminal histories of applicants, escalating reports of convictions to the Director of Human Resources.

  • Assist with recruitment events, interviewing substitutes and hiring processes for all employee groups, to include verification of documentation, background checks and notifications to staff.

Travel Requirements

  • Travel to school district buildings and professional meetings as required.

Educational Requirements

  • Associate’s degree required, Bachelor’s degree in human resources, business, or related field preferred

  • At least three years of successful related experience and/or training, preferably in an educational or unionized work setting: or equivalent combination of education and experience

  • Professional human resources certification preferred

Knowledge, Skills and Abilities

  • Knowledge of human resources compliance

  • Ability to organize and prioritize work, meet deadlines and solve problems with minimal supervision

  • Experience with human resources software and proficiency with data entry

  • Familiarity with Google software, preferred

  • Highly effective time management skills

  • Drive to achieve results and meet stakeholders’ needs

  • Exceptional attention to detail and accuracy

  • Ability to perform multiple tasks simultaneously and change assignments with short notice

  • Ability to thrive in a fast-paced environment without compromising quality

  • Highly effective communication skills

  • Ability to maintain strict confidentiality

  • Deep knowledge of district policy/procedures/precedent and negotiated agreements
