Job Description

The Iowa Department of Health and Human Services (HHS) is seeking a Purchasing Agent 2 to join the team at the Independence Mental Health Institute (IMHI). This is a full-time position with an 8:00 a.m. – 4:30 p.m. schedule Monday – Friday and opportunity for advancement, growth, and development.

The Purchasing Agent 2 (PA) is a key member of the IMHI Business Office Team. The PA is responsible for purchasing supplies, equipment, and services for the facility. The position works closely with vendors, Department of Administrative (DAS) Central Procurement and HHS Bureau of Service Contract Support. When facility departments request a supply, a piece of equipment, or a service, the PA determines the appropriate and most efficient method of completing that purchase, whether by contacting a Targeted Small Business (TSB), connecting with a vendor already possessing a State Master Agreement (MA), or conducting a competitive bidding process to solicit multiple bids from vendors.

The PA receives and processes invoices for timely payment in accordance with State and Agency rules and guidelines. This is accomplished by reviewing invoices for correct pricing and determining whether discount and delivery terms are correct. If discrepancies are uncovered, the PA contacts the vendor to rectify. The PA works extensively with Iowa Advantage, the State of Iowa's cloud-based Enterprise Resource Planning (ERP) system, for procurement and accounts payable processing. The PA also completes a variety of reports for the Business Manager and works closely with the Business Manager and Budget Analyst to ensure accurate accounting for purchases.

National Institute of Governmental Purchasing certification is desired.

IMHI provides inpatient treatment and acute psychiatric services. The facility offers several services including individualized treatment plans and support for children and adolescent patients to continue their education. Individuals are encouraged to collaborate with staff members in formulating their own plan. Medication, group counseling, and activities therapies might be included as well.

Minimum Qualification Requirements

Graduation from high school, or G.E.D., and six years of full-time work in the procurement of technical, standardized, expendable and non-expendable items;

OR

graduation from an accredited four-year college or university with a bachelor's degree in business or public administration, accounting or economics and two years of the required experience;

OR

an equivalent combination of education and experience substituting one year of education (30 semester hours or one year) for each year of the required experience;

OR

employees withcurrentcontinuous experience in the state executive branch that includes experience equal to eighteen months as a Purchasing Agent 1.
