Responsive Government Iowa City is governed by a 7-member city council elected to four- year overlapping terms, with four at-large members and three from districts. The City Council appoints the City Manager, City Clerk, and City Attorney for indefinite terms. With the exception of the City Clerk and City Attorney staffs, all other staff appointments throughout eight City Departments, and oversight of the daily operations by more than 650 employees, are the responsibility of the City Manager. Deputy City Manager Position The Deputy City Manager works closely with the City Manager on a broad range of projects, programs and other activities involving city government administration. The position manages assigned C ty Departments and Divisions. The Deputy City Manager helps lead collective bargaining with our three public sector unions and coordinates the review and presentation of the Citys operating and capital budgets along with the Finance Director. The position serves as Acting City Manager in the absence of the City Manager. There is direct supervision of 2-8 employees. Essential Functions Communicates and coordinates work with administrative staff at all levels regarding matters involving City services and projects. Prepares for and attends City Council meetings, follows up with staff on direction provided from City Council, and communicates and assists Council members as needed. Makes presentations and represents the City of Iowa City at various community events and meetings. Serves in interim Department Director or Division Head roles as assigned by the City Manager. Coordinates and participates in collective bargaining including contract proposals, negotiations, impasse processes and other contractual matters including grievance procedures. City employees accrue vacation at a rate of one day per month for the first five years of employment. Accrual rates increase every five years. Paid Family and Parental Leave. City employees with at least two weeks of paid accrued leave are eligible for up to four weeks of paid leave at 70% with the option to supplement to 100% of pay after their first year of employment. Holidays. City employees receive 11 holidays and one personal day each year. Longevity Pay. Longevity pay of $325 annually is paid following five years of service. Longevity pay increases in five-year increments. Deferred Compensation. Employees may voluntarily join a deferred compensation program which includes a post-tax Roth IRA option administered by the City. Iowa 529 College Savings Plan. Employees may voluntarily contribute to a College Savings Iowa Plan account through payroll deduction. Pension Plan. Iowa Public Employees Retirement System.
