Job Goals:

The primary goal of the Carl Perkins Facilitator and Work-Based Learning Support Specialist is to effectively bridge the gap between education and industry by managing and optimizing career and technical education (CTE) initiatives. With a focus on aligning with federal guidelines and state requirements, this role seeks to enhance educational programs that equip students with practical skills and real-world experience. The specialist is expected to oversee and monitor the Carl Perkins budgets and CTE programs, ensuring compliance with legislative updates and reporting requirements. By fostering strong partnerships with businesses and industries, the facilitator plays a critical role in creating career opportunities for students and supporting the district’s vision of career development. Additional goals include assisting with work-based learning (WBL) documentation, supporting the Registered Apprenticeship program, and driving grant management efforts to secure funding for CTE programs. The specialist also aims to boost professional development, collaborate with various educational and industry stakeholders, and distinctly promote career technical student organizations. Through these comprehensive efforts, the Carl Perkins Facilitator and Work-Based Learning Support Specialist endeavors to assist in creating a robust ecosystem that prepares students for successful post-secondary careers and positions them as competitive candidates in the workforce

Duties and Responsibilities: Essential Functions of Position, Major Responsibilities, Summary of Key Duties, Special Assignments and Relationships.

  • Oversee and monitor CTE and Carl Perkins Budgets, including reporting and making amendments through the Department of Education, and assuring compliance with Federal guidelines.

  • Plan, supervise and coordinate secondary teachers about Carl Perkins Grant compliance, legislation updates, and spending.

  • Partner with the Transition Alliance Program (TAP) to support personnel in the WBL framework, resources, and community relations.

  • Assist in maintaining a system of district-wide Career Experiences to support the Work Based Learning Continuum.

  • Assist MOC teachers and Career Counselors with the compliance of Work-based learning documentation requirements.

  • Support the district's vision of career development, and develop strong relationships with business and industry to ensure awareness of opportunities for students and serve as the liaison between the district, business, and industry.

  • Support the Registered Apprenticeship program and students including reporting and updating the RAPIDS 2.0 Federal Apprenticeship site.

  • Assist in defining needs, developing plans, establishing goals, and formulating policies and procedures for program development.

  • Maintain professional development by participating in national and state organizations/associations, and attending conferences related to work-based learning or Perkins guidelines.

  • Collaborate with high school counselors and other staff in the development and Career Nights to showcase CTE electives and promote enrollment in CTE classes.

  • Assist in applying for grants directed towards supporting CTE including grants available through the ICCSD Foundation and the Iowa Department of Education.

  • Support Career Technical Student Organizations at high schools by providing updated information regarding State policies and guidelines.

  • Consult with and serve as a member of various teams and committees to network and build connections to foster student experiences and postsecondary readiness. Teams may include: Regional Planning Partnership, Economic Development committees, Iowa UEN Districts, and district CTE initiative teams, among others.
