What We Are Seeking:
The Iowa Department of Public Defense is looking to fill anEnergy Manager(Program Planner 3) position to assist the Iowa Army National Guard with its Energy and Water Management Program. This position is focused on long range planning, energy and water conservation policy, utility data management, energy reporting, assessments, and audits. The Iowa Army National Guard has over 350 facilities in 42 communities, including 5,000-acres at Camp Dodge. The position is assigned to the Operations & Plans Branch of the Construction & Facilities Management Office at Camp Dodge.
What You’ll Do:
Create a 3-, 5-, and 10-year Energy Program Plan
Report energy usage, renewables, and generation in various software applications
Manage Energy and Water Conservation Policy updates
Coordinate and oversee Installation Energy and Water Plan reviews
Research and planning for future electric vehicle charging infrastructure
Research and planning for Camp Dodge utility metering upgrades
Utility contract negotiations and monitoring
ASHRAE Level II Energy Audits
Create project proposals to compete for Federal Energy Funding
Communicate technical information effectively with co-workers, tradespersons, contractors, and management, both orally and in writing.
Prepare and present proposals, economic analysis, and cost benefit figures to gain agency support and cooperation in implementing energy saving recommendations.
Work hours:8:00 A.M. - 4:30 P.M. Monday- Friday. Some remote work opportunities after completion of training and probationary period.
Travel: Occasional same day travel within the state and annual attendance at a 1-week state energy conference hosted by a different state each year.
This job requires applicants to maintain a valid state issued driver’s license. Must pass a federal background check to obtain and maintain a Department of Defense Common Access Card. Must be proficient with Microsoft Office Suite products including Excel, Outlook, Word, and PowerPoint.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Seven years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility).
2) All of the following (a, b, and c):
a. One year of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility); and
b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience.
3) Graduation from an accredited school of law.
4) Current, continuous experience in the state executive branch that includes nine months of full-time work as a Program Planner 2 or twenty-seven months of full-time work as a Program Planner 1.
