Great Prairie Area Education Agency has an opening for an Agency Business Manager.

241-day contract

Position Overview:

The agency business manager will work to provide support to the agency Chief Administrator and Chief Financial Officer. He/She must have a basic understanding of each service area; its goals, needs and priorities, both within and between service areas. He/She must understand thoroughly the procedures involved in building and administering budgets in Iowa, in purchasing and inventory control of the agency. He/She must have an understanding of local, state and federal regulations that influence the operations of the system.

Qualifications:

Must have a minimum of a BA degree in either Accounting or Business Administration. Must be able to obtain a current Iowa School Business Official Authorization License. Should possess above average skills in the areas of supervision and communication. 5 years of related business experience.

Responsibilities:

The agency business manager will assist the Chief Financial and Chief Administrator in the following ways & areas:

  • Preparation of agency financial reports and documents.

  • Preparation of the Agency's budget, amended budget and annual financial report with the Director of Finance, Accountant, and budget managers.

  • Analysis of financial operations and transactions including, but not limited to, ratio analysis, trend analysis, expenditure and revenue projections, and historical perspectives, both routinely and as requested.

  • Provide reports monthly and as requested by the Chief Financial Officer or Chief Administrator.

  • Participate in, and provide information for, discussions concerning resource allocation of available funding sources.

  • In consultation with the Chief Financial Officer, establish and comply with sound business and accounting practices, policies and procedures.

  • Adherence to Generally Accepted Accounting Principles.

  • Assist in developing and maintaining the accounting system and chart of accounts.

  • Support the development of policies and procedures in compliance with the Code of Iowa, State Uniform Financial Accounting Manual, Uniform Commercial Code and sound business practices.

  • Cooperate with and support the work of the independent CPA auditors.

  • Assist with contract negotiations as needed.

  • Support the Human Resources department with relevant and interested parties, both internal and external, concerning Agency contracts and agreements.

  • Maintain effective management for specific business operations of the Agency.

  • Supervise and direct business office employees in functional areas of accounting, accounts receivable, accounts payable, payroll, fixed assets, budgeting, purchasing and business information technology as needed.

  • Support the maintenance of effective management for the income and expenditures of the Agency.

  • Implement policies, procedures and processes for the proper acquisition, custody and disposal of fixed assets.

  • Support the fiscal manager for all Agency projects, grants and contracts.

  • Support the development, dissemination and implementation of business practices and procedures.

  • Participate in the development and improvement of an integrated administrative enterprise software solution and ancillary systems.

  • Responsible for effective and efficient purchasing operations through direct supervision of staff and coordination of activities and developing requests for proposal for major purchases.

  • Responsible for specifically assigned business matters as delegated by the Chief Financial Officer or Chief Administrator.

  • Support the review and approval of purchase order requests according to Agency workflow protocols.

  • Support the review and approval of out-of-area travel claims.

  • Responsible for the risk management program.

  • Manage insurance contracts for property, workers compensation, general liability, professional liability and other insurance policies as needed.

  • Assure insurance claims for damages are executed in a timely and appropriate manner.

  • Coordinate with the Chief Administrator and insurance company(s) regarding all judgments and lawsuits involving special education issues.

  • Participate in local, state and national professional organizations pertinent to job responsibilities.

  • Participate in staff development and professional growth activities.

  • Responsible for maintaining a Code of Ethics and Standards of Conduct as established for school business officials.

  • Demonstrates cultural competence and behaviors consistent with the core values, vision, and mission of Great Prairie AEA.

  • Other duties and responsibilities as assigned by the Chief Financial Officer or Chief Administrator.

Physical Requirements:

  • Ability to travel between schools/sites served and outside of the agency.

  • Normal, routine levels of bending, carrying, climbing, reaching, sitting, standing, and walking.
