Iowa Workforce Development is seeking applicants for the position of Career Planner.
Domicile will be determined based on the hired candidate’s location at one of our IowaWorkscenters in Burlington, Fort Dodge, Cedar Rapids, Council Bluffs, Des Moines, Dubuque, Ottumwa, or Sioux City.
Are you looking for a new career that provides you opportunities to support the Iowa Workforce Development – American Jobs Division, Reemployment Services and Eligibility (RESEA) program at the Workforce Center in Denison, Iowa? In this role, you will support all Reemployment Services and Eligibility Assessments program components to RESEA participants during all RESEA appointments.
Position Description
Review unemployment insurance (UI) claim status with claimant and refer any claim issues to appropriate staff members. Provide required RESEA information to the claimant and ensure work search requirements are being met and all work searches are documented correctly.
Explain, promote, and discuss One-Stop Center workshops to claimants and register claimants to attend workshops.
Conduct electronic file search and compare applicants' qualifications with employer job order requirements, referring qualified applicants.
Assist and ensure a valid work registration is completed in the database system. Create or update with customer their Individual Service Plan.
Complete, review, and provide claimants with a RESEA Agreement of Participation reflecting claimants RESEA obligations.
Facilitate workshops for customers/participants of system programs and services, update workshops and presentations as new information is available. Accurately document all services, appointments, or other pertinent information in database system.
Key Responsibilities:
This role touches on many Unemployment Insurance (UI) programs and activities. The successful candidate will be detail-oriented and able to manage the deadlines and details in order to adhere to and refer to unemployment administration rules and Iowa law when working with customers in regard to filing UI claims, answering questions and concerns.
Ensure that the proper documentation/notices are sent in a timely manner to ensure positive outcomes. Maintain and organize all documentation related to any UI decisions and ensure UI claims are active, and status of claims are up to date.

Use database system to review salary histories.
Cross reference database systems to ensure personal identification information matches.
Adjudicate issues within the claim in accordance with all UI laws.
Providing information to customers for UI appeals when necessary.
Prepare and participate in all UI appeal hearings relating to issued adjudications decisions.
Educate customers on services available at the IowaWORKSlocation and assist customers by answering questions about employment opportunities and local employers.
Facilitate customers in using computers, i.e., searching internet and print resources, troubleshoot computer/internet usage, tutorials, labor market information, educational options, career explorations, the writing of resumes, and educate customers in the use of self-help services and assisted services available at the Workforce Center.
Coach customers on all aspects of the job search and assist customers to build their personal and job skills for the primary goal of successful employment. Provide proficiency tests and skill assessments as needed.
Ask customers questions to determine the services they are seeking and/or needing. Interacts effectively and builds respectful relationships among coworkers and partners.
Provide courtesy, respect, and politeness in interactions with customers, both internal and external while having excellent listening skills
Collaborates with the On-Stop system, resulting in a better experience for customers.
Provides feedback as well as potential solutions to team and/or leadership. Assist with answering UI Benefits Customer Service line during periods of high call volumes.

Effectively communicate with a variety of customers.
Interact with other agency staff; employers; state, federal, county, or municipal officials, and the general public to obtain and provide information Works and communicate with all clients and customers providing quality professional service.
Display a high level of initiative, effort, attention to detail and commitment by completing assignments efficiently with minimal supervision.
Excellent organizational skills: time management and multi-tasking ability to manage priorities
Demonstrate high standards of ethical conduct and refrain from dishonest behavior.
Must have demonstrated expertise in working with computers, specific programs and other services provided at the Workforce Center.

Minimum Qualification Requirements
Graduation from an accredited four-year college or university;
OR
an equivalent combination of education and experience substituting one year of full-time public contact work obtaining, analyzing and evaluating data such as job/claims interviewing, testing, referral and/or placement, sales representative, credit investigation, or related public contact work dealing with job applicants and employers in a variety of supportive clerical and outreach functions for one year of the required education with a maximum substitution of four years;
OR
employees with current continuous experience in the state executive branch that includes experience equal to twelve months of full-time work as a Workforce Associate.
