    TITLE: School Business Official - Board Secretary/Treasurer DEPARTMENT: District Office REPORTS TO: Superintendent RECEIVES GUIDANCE FROM: Superintendent and Board of Education BASIC FUNCTION: Assist the School Board and Superintendent in the development, implementation, and management of the school district's certified budget and resources to meet the priorities of the district in accordance with all applicable state and federal laws and regulations. Establishes sound fiscal and budgetary policies and practices that provide for an accurate accounting system that provides the best possible educational services for the students within the district based on available resources. QUALIFICATIONS: Required:

  • School Business Official (SBO) Authorization or must obtain authorization upon accepting the position.

  • Strong accounting background

  • Ability to prioritize important tasks and meet deadlines.

  • Knowledge of Generally Accepted Accounting Principles (GAAP) and computer skills

    Desired:

  • Previous experience in a similar position

  • Understanding of Iowa School Finance

  • Experience with payroll

  • Strong Communication skills

    Performance Skills:

  • Prepare and submit financial reports and list of bills to the board and superintendent at least monthly.

  • Custodian of all financial records of the district.

  • Publish or submit for publishing, all legal notices concerning district business.

  • Review and sign all warrants.

  • Deposit and record income for all funds. Keep accurate accounting records for all funds.

  • Ensure that all claims are approved and merchandise received; create and prepare a list for board approval; pay and distribute all claims approved by the board.

  • Reconcile all bank accounts monthly.

  • Develop and monitor all accounting procedures within the district to ensure compliance with auditor standards.

  • Maintain appropriate records for all school employees. Monitor compliance with master contract provisions.

  • Prepare or assist in the preparation of contract agreements for all employees.

  • Oversee the district's investment portfolio.

  • Serve as District’s Food Service Director with all required training, by providing oversight of FSMC, and completing annual applications and reports.

  • Manage the district’s insurance and benefits program.

  • Maintain, oversee, and establish guidelines for petty cash.

  • Maintain regular, ongoing communication with district staff.

  • Complete and submit Certified Annual Report (CAR) and certified budget in accordance with established deadlines and procedures.

  • Prepare for and maintain records for all district elections.

  • Prepare reports for the collective bargaining representatives as required or requested and appropriate. Prepare negotiation materials.

  • In conjunction with other district staff, complete and submit the following reports: Annual Financial Reports, Annual Transportation Report, Non-Public Transportation, Special Education, Title I, Title II, Title VI, Teacher Quality, Nutrition (monthly), Preschool, IDEA Part B, and Other reports, as needed.

  • Prepare agreements and contracts as directed by the superintendent and the board.

  • Prepare billing for open enrollment and special education.

  • Prepare for and complete all SBRC supplemental weighting documents.

  • Oversee, provide direction to, and evaluate accounts payable and employee specialist personnel.

  • In collaboration with the superintendent and board president prepare and publish board meetings and board packet materials on simbli.

  • Attend all regularly scheduled board meetings as well as any special board meetings or board work sessions as requested by the board and/or superintendent.

    Terms of Employment: Wage and work year to be established in accordance with provisions of the Confidential Staff Agreement. Evaluation: Performance of this job will be evaluated in accordance with provisions of the Confidential Staff Agreement. Evaluation will be conducted annually by the Superintendent. Physical Requirements: Bending, carrying, climbing, travel between job sites, lifting, pushing-pulling, reaching, sitting, standing, and walking Working Conditions: Includes extremes of temperature and humidity. Hazards include stairs and communicable diseases.
